Harlow Council make progress with improving look of neighbourhoods across town

HARLOW Council is continuing to make progress with its Rapid Enhancement Action Plan (REAP) with significant improvements underway across the town’s estates. The initiative, which launched in October 2025, continues to deliver tangible results to tackle long-standing neglect areas and deliver on the council’s mission to ‘renew our neighbourhoods’.



Since the launch of REAP, teams have been working in Milwards, Longbanks, Fennels, Moorfield, Altham Grove and Bishopsfield with more estates coming on stream each week. Works have included:
Adverse weather and a strong focus on high-quality finishes means the programme has evolved from its original plan to include longer-lasting work.
Commenting on the progress, Councillor Nicky Purse, Cabinet Portfolio Holder for Environment, said:
“Our REAP programme is beginning to make a real difference to neglected areas of the town and residents are already noticing a difference. In spite of adverse weather and with our strong focus on high-quality finishes the programme has evolved slightly from our original plan to ensure the work makes a long-lasting impact.
“We’ve removed dozens tonnes of rubbish, fixed broken walls, revitalised green spaces, and deep cleaned estates. These are not just minor fixes – they make a real, visible improvement to where people live and demonstrating that we are delivering on our mission to ‘renew our neighbourhoods’ as we Build Harlow’s Future.”
Well organised, really great teams clearing the Fennells, very helpful and great job done. The clearance of household items is a great idea and proved to be popular. This did happen on a regular basis once before so hope it continues. I know it's probably wishful and hopeful thinking, but hopefully this stops a lot of fly tipping Great job to all involved
Good news, but, I can see the grubbing out being done, but not the replanting. We need hedges and we seem to have lost huge chunks in our neighbourhood and the only replacement is grass and litter.
How about re-instating an old by-law that disallowed the parking overnight of commercial vehicles in residential areas? That would make areas look better too by no longer seeing loads of vans parked all over the place.
Wow, the old town is covered in litter and fly tipping, like most of Harlow. Bags of rubbish, BBQ's left, cat carrier, mop and buckets, toys, scooters, lawnmower, cans, wrappers, there's so much trash around and the council seem to have given up clearing anything around here. People should be ashamed of themselves too for leaving it.
Darren , you may find these people start work from home , Mr George a lot of Harlow people are litterbugs , but nothings stopping you from litter picking as I do , so when I look out my window so I don't see rubbish. Also why don't the council make able bodied tenants keep their front gardens tidy and grass cut. I often get compliments about my front garden but it's nothing special, it's just most Harlow front gardens are in such states.
Good news? Is it really? The council is only doing what you pay for in your council tax payments: Aren't they? In Potter Street we need more than tidying up the area we need a doctors' surgery, we need locally based council services and we need local policing and a local bus service. For years now I have asked that the local councillors' support the area to restore these services and still no response. The same can be said of the hot air delivered by Mr Halfon and MP Vince. Warm words but no action. No wonder the turnout at local and national elections is so low.
Ted, I do pick up litter, and I do it often but I cannot clear fly tipping. Without being able to drive, how do I transport big things like BBQ's and mop buckets?
Yes Gary and there was I thinking I pay £1970 a year to have my bins emptied.
And Brian you are not the only one in this town who believe it. LOL

Gary. Of course he is sure , that's what I pay as well. Why would you ask. And Mr George. I would not expect you to clear away large objects, but I would expect you to inform the council. I have and they always arrive within 48hours and clear it away.
We used to have area gardeners and also every five year clean ups and saturday skip on estates to clear rubbish.people don't even keep front gardens nice any more no pride and lazy they will want garden allowance on social benifits next.
All well and good clearing areas that are obvious to see check out some of the older areas in town northbrooks brockes mead cannons brook etc this areas have been ignored for years over grown bushes trees dumped rubbish I could go on lets hope all areas het the same treament
Ted, you must have magic powers. I asked 3 weeks ago for an alleyway to be cleared of rubbish. The request was ignored and I was advised to escalate it to a stage one complaint!
I'm not excusing fly tipping at all, but when I contacted the heavy squad to remove an old sofa I was told it would be £35 to take away, as well as en extra £20 on top of that because it was an upholstered item. Luckily we had a friend with a van who did it for us. Perhaps if they lowered these prices more people would us it, and yes I'm a council tenant not a house owner and this used to mean the price was cheaper.
