Transformation of Adams House set to begin just after Christmas as Council Leader unveils regeneration plans

HARLOW Council has today confirmed that the transformation of Adams House into a vibrant food, leisure and hospitality destination will begin just after Christmas, marking a major milestone in the ongoing regeneration of Market Square and Harlow town centre.

The new designs unveiled this morning herald the long-awaited renewal of Adams House, celebrating its heritage, revitalising Market Square, and taking another bold step in Building Harlow’s Future with the transformed Adams House set to open next year.

For too long, Adams House has stood under-utilised at the heart of the square. With preparations now complete, work will shortly get underway to transform the landmark building back into active use and secure a new future for one of the town centre’s most prominent sites.

The major refurbishment will deliver a multi-operator food hall, alongside restaurant, retail and entertainment spaces designed to create a welcoming destination throughout the day and into the evening. A striking new shopfront will open directly onto Market Square, while the building’s iconic clockface will be carefully restored, preserving its character while signalling a new chapter.

Significant investment will also be made in improving the building’s energy performance. Works will include a new roof, windows and insulation, upgrading the quality of the homes above and supporting the council’s wider commitment to sustainability and high-quality town centre living.

Once complete, Adams House will play a central role in transforming Market Square into a lively 24/7 destination, supporting hundreds of new jobs, increasing footfall and driving economic activity in the town centre. The scheme forms part of Harlow Council’s wider programme to rebuild the town centre and deliver visible, on-the-ground regeneration.

Announcing the transformation of Adams House, Councillor Dan Swords, Leader of Harlow Council, said:

“This is another clear sign that regeneration in Harlow is moving decisively from plans into action. With work set to begin just after Christmas, Adams House will be transformed from a long-neglected building into a flagship destination at the very heart of our town centre.

“The restoration of the Adams House clock is especially important. For generations it has been a familiar and reassuring presence in Market Square – a symbol of Harlow’s heritage and identity. Bringing it back to life is about respecting where we have come from, while being ambitious about where we are going. It sends a clear message that as we rebuild our town centre, we are doing so with pride in Harlow and confidence in its future.

“Alongside the transformation of Market House, this investment will fundamentally reshape Market Square into a vibrant, welcoming place where people want to spend time – supporting local businesses, creating jobs and bringing energy back into the heart of the town.

“This is what Building Harlow’s Future means in practice: visible change, real momentum and a town centre that once again reflects the ambition, pride and potential of the community it serves. This is regeneration people will see, feel and believe in.”

Just out of curiosity, did you Mr dan swords, ask the people of Harlow what they wanted in market square.. ? You had a small market few days ago. Which you said brought in thousands. Am I wrong in thinking the people of Harlow would love there regular market back.? This now would bring revenue into the town.

I'd like in one of those units, a true resource for the people of Harlow, a new Citizens Advice Centre. As time goes on, people are feeling less and less represented and the Advice Centre has always been more than just a service but has been a peoples champion. I do have is a question as well. The pictures show ground, first and second floor but didn't the council recently put forward a planning application to place another floor on this building? Could someone clarify this?

I am only going by the pictures provided, I can see that it is a building for the future when global warming has really taken hold. Wide open bifold doors on one of Harlow’s highest parts of the town where Westerly wind speeds regularly exceed 40mph will soon blow any customers away from restaurants and cafés. Council rubbish collectors will have to be provided during opening hours to cope with flying rubbish. What is going to be in the centre of market square to act as a wind break? Possibly a new, larger theatre to attract people to this end of town? Or even a market, now that North Weald market is being cut back. Under the clock there has been two attempts at bars/pubs, they both failed. This policy of building more restaurants and cafés failed in the Top floor of the Harvey Centre, loads of empty restaurants and café spaces. This proposal is attempting to work against Labour Party policy where “Loads of Money” Rachel Reeves is not supporting hospitality with extra costs and taxes, because of her, more hospitality is closing. The Conservative Harlow Council proposal is not really designed for existing Harlow residents; this concept is Conservative Harlow Council hoping to attract a more upmarket customer from the new multistorey developments they have given planning permission to build in the town centre.

How long will it take to finish or is there no end date just like the roadworks The bus station hasn't even started so when all these transformation are eventually finished by the go slow contractors it will be nearly 10 years What about the parking or is there going to be cycle lanes

Very positive news. Regenerating a town centre that has been un-loved for 30 years is a big ask, especially with the doubt and negativity often seen 'below the line' in these articles. It will require ongoing investment and some luck to maintain a transformation once the builders leave. But you have to start. In my view the scale of changed planned, including new residential blocks to help support a nighttime economy (town centres need to have people living in them), is needed. Happy to put up with a building site for a few years to get there.

Chris s , you go back 30 or 40 years , we had decent shops, we had a clean loved town centre, we had a decent regular market, the town was thriving. . What has gone wrong over the years...???? The rates ,the tax, the national insurance, THE RENTS..have got to the point now in this day and age, that businesses are being priced out... Its not negativity, it's the truth, And over the last few years councils have not listened to locals, to what they want for this town. I don't think it's councils alone, it's government as well... They have no foresight, They want it to look shinny and new, but in reality what will be there, to make us visit.. In truth Harlow town centre was better 30 years back. BECAUSE IT WAS FAIRER TO BUSINESSES AND CONSUMERS. NOW THERE ROBBING THEM BLIND. So I ask Dan swords again, how many shops have been secured for market square.?? Or will the foresight be , a shinny new town, with nothing there.

Kim, I think its about confidence. If shops think people will come to the town and spend their money they will open here. Harlow had that popularity 30 years ago and so overheads were manageable whilst still turning a profit. Right now that confidence is low, except arguably in the Water Gardens. Personally I would welcome more independents like you see in places like Ware, Hertford, Saffron Walden, even Stortford (picking local areas) and for them lower overheads are indeed important and some incentives to get the right blend of shops and cafes etc is (I hope) something the council is looking at. I am a professional working in London, living in Harlow and I want sourdough bread, I want good coffee, interesting homewares and art alongside M&S and JD! The town centre is big enough for all these things if the confidence returns.

Why doesnt the Council cash in by offering the town centre as a film set to Disney Studios as a ready made film set for a Post .Nuclear War ? Happy Christmas to everyone . Let's have a fun filled positive New Year
