Ward by Ward: Sumners and Kingsmoor: Still a safe Tory ward?

Elections / Sun 26th Apr 2026 at 02:36pm

THIS is usually a safe-ish Conservative ward. There are years in which you think another party might have a chance. Labour were nothing that far away in 2024.

The Harlow Alliance Party have often polled over 300 votes.

But on this occasion, Labour are, as you may have noticed, aren’t popular and HAP aren’t standing this year.

The Conservative candidate is Emma Ghaffari. Emma may be one of the quietest councillors there is but that doesn’t mean she isn’t doing her job.

S

And she does seem most comfortable in committees such as Scrutiny.

We have rung her twice to see how campaigning is going and the phone has gone straight to voicemail.

But run again, Emma and the other ten Tory candidates may be relying on the Dan Swords Factor. We may be concerned that people may get confused if they do not see his name on the ballot paper.

The Reform candidate is eighteen-year-old Jamie Winslow. He seems very keen and is right behind all Reform policies.

For example: Reform UK says it would require all schools to fly Union Flag.

We did ask for an interview with him but that has not been provided.

Julie Bull is standing for The Greens. Julie definitely has something about her. Her questions at council are thought-provoking and she would be an interesting candidate at next General Election (making several assumptions there).

This could be a near thing but the Conservatives should do enough to hold on.

YH Prediction: Cons Gain

Emma Ghaffari deserved to be reelected. She is a very conscientious and hard working ward councillor. Support Emma, the local Conservative candidate and member of Dan Swords' team.

I have spoken to hundreds of residents in Sumners and Kingsmoor who will vote Reform UK on May 7th. The mood for change in S&K is tangible. When elected on May 7th I aim to tackle both crime and the causes of crime. I am passionate about drawing investment into town and lifting children out of poverty. Reform UK believe in meritocracy: if you’re good enough, you’re old enough. Despite my age I have proven throughout my career to be competent and comfortable under pressure; that’s how I’ve got to this stage so early. Regardless of my national political stance on things, my priority after May 7th is to deliver for the people of Harlow.

Yes, the Conservatives are the only party that do any real work in this ward. Dr Emma Ghaffari with a PHD is a busy person and has a good attendance record at council meetings (77% since elected in May 2024). However, she doesn't live in the ward as Charity Commission and Companies House records prove. I was told by Dan Swords outside my front door that Emma Ghaffari is the admin brains of the ward while Clive Souter and Russell Perrin are the legwork front end. However, if we look at the Charity Commission for Old Age Care we see Emma and her other Trustee have failed to deliver on time the Accounts and Annual Return in two out of the past 5 years. Dr Emma Ghaffari is very vague about her full time job in her councillor's Register of Interests. That is probably because she is a well respected Field Application Scientist in the Life Sciences industry. Emma Ghaffari never seen in my street, not even delivering leaflets. I've seen Dan Swords as we had a chat on my doorstep. I've seen the other two ward councillors Clive Souter and Russell Perrin on numerous occasions. They're like hamsters on a wheel with all their activity. Plus Emma Ghaffari doesn't live in the ward. Proven that with Companies House and Charity Commission records.
