Harlow MP Chris Vince raises subjects of out of town taxi licences

HARLOW MP Chris Vince rose on the floor of House of Commons to discuss the subject of taxis licensed in the recoil authorities operating in another authority.

We understand Mr Vince is referring to Harlow taxis with Wolverhampton licenses.

Mr Vince said: “My hon. Friend will know of my passion for taxis and taxi licensing. Does she agree that it is important that we deal with this licensing loophole to ensure that we do not have taxis that are licensed in other local authorities acting in our authority? That does not just affect the drivers; it is also a safety concern for passengers.

Chairman of Transport Committee, Ruth Cadbury replied.

“I very much welcome the work that the Minister for Roads has done on the proposed changes. I welcome the commitment to replace a patchwork of outdated rules with a single consistent framework, which will go a long way to addressing the out-of-area operations and problems that Ayoub Khan outlined, and it will fix a system that too often has failed passengers and drivers.

Baroness Casey’s “National audit on group-based child sexual exploitation and abuse” found that inconsistent taxi and private hire vehicle licensing creates vulnerabilities that can be, and were, exploited by grooming gangs.

“The announcement of that legislation follows the welcome commitment in the English Devolution and Community Empowerment Act 2026 to introduce minimum standards for drivers, operators and licensing authorities.

“However, many fear that minimum standards could perpetuate inconsistencies that affect vulnerable passengers, and they are seeking not minimum but absolute standards in taxi licensing”.

I noticed that Muslim Independent MP Ayoub Khan was referenced in the answer to Vince's question. Khan's intervention was: "We have some 300,000 private hire drivers up and down the country. Uber has been incrementally increasing its fees while the drivers have been getting a fairly stagnant increase in their pay. We have just learned that Uber will be introducing driverless vehicles, which would impact 300,000 workers. Does the hon. Member agree that there needs to be some sort of action to prevent that?" I was behind a white prius by the Stow a few days ago. It's license authority plate showed Wolverhampton. Should I be concerned?

Its amazing how Harlow residents are not aware of this issue. Perhaps Harlow council as promised by their leader two years ago was going to promote Harlow drivers. Unfortunately the leader just says things then doesnt act. The same as people that say they have emailed him and he doesnt answer. The media wont highlight the real issue as it affects the advertisements. When people do what they say things will move on.

Seamus, I used to use METRO mini cabs for years, then two or three years ago a neighbour who used to be a mini cab driver pointed out the very tiny licence plate to me, stating it was licensed in Wolverhampton. I stopped using METRO mini cabs and switched to ABC mini cabs or Black cabs. A Wolverhampton licence should not be used in Harlow, how has the driver obtained the "knowlege" of Harlow.

These cabs are widespread not just Harlow. They should only be allowed to operate in the area they are licenced. Here on Ladyshot there are a couple of cabs with Wolverhampton plates that are driven by several guys touting for business. I doubt they are fully compliant. Maybe Old Bill needs to pull a few of these up and see who is actually driving on these communial licences

Tony B It's called sat nav the problem is they never do anything properly close one loop hole up another one opens. the only place l have used a uber is in Malta when a local taxi driver was sitting there and would not take us back to our hotel because we were in wrong place he could see my wife had mobity issues. but then got the hump when a local called us a uber. so l would not slag uber drivers off. but seriously is this not down to the local authority to sort this out or is the case off our hands are tyed by government 🤔 (maybe Chris vance can bring up about scrapping vat on food instead off parks if people are having trouble paying bills and putting food on the table they can't afford the luxury off going out. how out off touch labour are 😡😮‍💨)
