Harlow sixteen-year-old pleads guilty to cocaine dealing

A HARLOW teenager has pleaded guilty to possessing drug dealing.
The sixteen-year-old, who cannot be named for legal reasons made the admission at Chelmsford magistrates court.
The two charges were;
On 07/02/2019 at Harlow had in your possession a quantity 6.64g of Cocaine, a controlled drug of class A with intent to supply it to another in contravention of section 4(1) of the Misuse of Drugs Act 1971.
On 07/02/2019 at Harlow had in your possession a quantity 35.46g of Cannabis, a controlled drug of class B with intent to supply it to another in contravention of section 4(1) of the Misuse of Drugs Act 1971.
The youth was referred to Essex youth offender panel for a contract having effect for 12 months.
The drugs to be forfeited under section 27 of the Misuse of Drugs Act 1971 and destroyed.
He was fined £105.00
The youth was referred to Essex youth offender panel for a contract having effect for 12 months. Hang on is this the sentence or am i missing something here, whats a youth offender panel for crying out loud a modern probation service or something.
