Planning application for parking spaces in Barn Mead

A PLANNING application has been submitted for the installation of nine car parking spaces, including one disabled parking bay.

Proposed knee-rail fence along the parameter of the existing green.

The location is land south Of Barn Mead, Partridge Road in Harlow.

There have been a number of concerns expressed regarding the application.

One respondent said:

I have concerns and wanted them noted before this space is turned into parking.

“My first Question is will the spaces be allocated to Specific people/houses including myself? If not 9 spaces is merely a drop in the ocean in terms of need for parking in the area. Vehicles from Five acres, Bishops field and the abbots weld estate along with Barnmead and a few large recovery vehicles use this space currently and would easily fill 9 spaces and therefore people would still be parking on the road outside my address.

Will the bays be owned by Harlow council and will they have any time limits or permits needed? Will they come under the local council to deal with any dumped vehicles that get left there? The bays are far removed from the road and other houses so security may be an issue. There is a high foot fall of people using the cycle track and cars will be vulnerable to crime here.

Has ASB been considered as this could become an issue as a meeting spot cars come the evening?

The knee rail will prevent parking of residents living in the cul-de-sac in Barnmead up on the grass which although not ideal does relieve parking issues. These people could of course use the new spaces but it’s a long way form their houses so it will put them off. This is likely to cause parking issues in the cul de sac and surrounding roads.

The spaces are likely to be used by vehicles in five acres or that of bishops field and will likely be a dumping ground for old motors etc.

I think the council are right to be looking at parking in the area but this is overall a waste of time and it will likely just cause more problems in the long run. Where parking is occurring along Partridge road the rail will force vehicles into the road more as they try to leave room for pedestrian access on the foot path”.

I thought this area had been earmarked for housing and looking at the plan are they going to use the area within the red adjacent to Five Acres, also as stated by your letter writer the recovery vehicles are a problem parking on the path.

Just to clarify a few points for readers .... 1) The new parking spaces are to be constructed on the Five Acres side of the road. The Barn Mead side is to be fenced with a 'trip rail' to stop vehicles parking on it. 2) The new spaces are Council owned, whether they are 'let out' to specific tenants has not been made clear. There is no suggestion that there will be any time limits for parking. 3) The land on the Barn Mead site was on Harlow Council's (Labour Party) Local Plan as a site to be developed for housing. This was opposed by residents and was one of the 8 areas which the Harlow Alliance Party formally objected to with the Inspector of the Local Plan. On 18 December 2019 he advised the Council that this site should be removed from the plan, which it was in February 2020. 4 Quite why the Barn Mead side has not been earmarked for extra parking is not clear, bearing in mind it such a large area. There may be good reasons why, such as major services like sewers running under the ground.
