Harlow Council leader delivers speech detailing record and sets out vision for future

THE LEADER of Harlow Council has delivered his annual address at last Thursday’s council meeting.
The speech in July is often seen as a bridge between the local elections in May, followed by no meetings in August and then resumptions of the civic meetings calendar in September.
It gives a leader an opportunity to reflect on achievements and then set out their vision for the next year.
In his speech, cllr Perrin, who only took over in September.
Cllr Perrin centred his speech on the people of Harlow, the redevelopment of the town centre, plans for the cultural centre near the Playhouse.
He also referred to the plans to look at “working practice of HTS”.
There was references to tree planting, solar panels as well as the council housing plans and housing improvements in the current estate.
Cllr Perrin referred to the cut in Harlow Council part of the council tax.
He noted the partnership work undertaken by Harlow Council including the work with Harlow and Gilston Garden Town (HGGT).
The final part of the speech concentrated on the community of Harlow.

Good that Cllr. Russell Perring is going to "look at working Practice of HTS". They appear to do less and less each year (and no one says anything!).
Didn't mention cutting down ancient oaks and giving developers permission to decimate the Stort Valley whilst getting no benefits for Harlow, no social housing, no Council tax receipts, and plenty of pollution congestion and greater risks of flooding.. and what's coming under this administration rabbit hutch hi rise flats not fit for anyone and as far from the Gibberd plan as possible.
Russell perrin quite often forget s the truth , the damage that he and his teams will be doing. They often say they refer to sir Gibberd s plans, this absolute load of complete lies. Nosradamus is spot on again, the damage to the river stort valley will be your doing , it will be on your hands. You reap what you sow Russell perrin. You can plant as many trees as you want, but if you destroy this valley we will be under water sooner than later.
If you were lucky enough to be sat in the council chamber, you would have seen Cllr Andrew Johnson chair the meeting with knowledge and fairness. In fact, the best chairing I have seen in the 13 years I have been watching council meetings.
