PET owners have welcomed a district council’s new measures to clamp down on “nuisance” dogs reports the BBC.
Tendring District Council in Essex introduced a district-wide public spaces protection order (PSPO) on Thursday, targeting dog fouling and problematic dogs off leads.
It allows authorised council officers to issue fines of £100 to dog owners who do not put their pet on a lead when asked to do so or pick up their dog’s poo.

It's not the dogs that are the nuisance but some of the could not care less owners.
Dogs and owners need safe defined dog zones in woodland or on common land like those in Wales where they can exercise off lead. Elsewhere in parks, built and residential environments being on a lead needs to be compulsory, not simply for the benefit and safety of people but other dogs, other animals and pets but the dogs themselves: we've seen even the best trained dogs killed or injured when "out of character" they dart onto roads. What also needs to be tackled are owners who lock dogs out in there gardens for long periods of time and do nothing to address their distress and barking.
