Darren Rodwell appointed Chair of the Growth Board to lead the mission to secure investment for Harlow

News / Thu 22nd May 2025 at 09:58am

COUNCILLOR Dan Swords, Leader of Harlow Council, has announced the appointment of renowned regeneration and inclusive growth leader, Darren Rodwell, as the new Chair of the Harlow Growth Board.

The Harlow Growth Board brings together a powerful alliance of public and private sector leaders — united by a shared mission to unlock the full potential of Harlow – one of Britain’s most iconic New Towns. With Harlow set to become the fastest-growing town in the UK – poised for a 50% population increase over the next decade making it bigger than Cambridge – the Board’s focus is clear: to attract ambitious private sector investment that will support this unprecedented transformation.

At the heart of this momentum is a bold vision from the council. As Harlow’s Leader has declared, this is not a time for passive administration or cautious half-measures.

“We are here to lead the glorious rebirth of one of Britain’s great towns” he said last week when setting out the Building Harlow’s Future plan.

The town is already making huge progress with hundreds of millions of pounds of investment secured from both the Government and private sector, the full rebuilding of the town centre underway, huge housing growth and much more besides.

Rodwell, the former Leader of Barking and Dagenham, brings over a decade of visionary leadership, having transformed Barking and Dagenham through an ambitious, inclusive growth agenda. His appointment marks a major milestone in Harlow’s journey to becoming one of the most dynamic and investable towns in the UK.

Darren Rodwell succeeds John Keddie, whose leadership helped lay the groundwork for Harlow’s growth ambitions. The council extends its deep appreciation to John for his invaluable contribution as the inaugural Chair which has supported the work to refocus the board and put it on a footing to secure investment.

Councillor Dan Swords, said:

“Appointing Darren Rodwell is a bold move that signals our unwavering ambition to deliver real, long-term inclusive growth in Harlow. Darren’s record in driving regeneration, forging impactful partnerships, and championing inclusive development is second to none.

“We are entering a new chapter – one where we will fully harness the power of local government, attract private sector investment at scale, and deliver growth that benefits every part of our community. Darren’s leadership will be instrumental in making that vision a reality.”

Darren Rodwell, said:

“It’s an honour to take on this role at such a pivotal moment in Harlow’s development. I’ve spent my career demonstrating that inclusive, community-led growth is not only possible – it’s essential.

Harlow has extraordinary potential and under Dan’s leadership, that potential is being realised. With the right partnerships and shared determination, we can create a town that thrives – economically, socially, and environmentally. I look forward to working with the Board, Council and private sector to deliver lasting impact for Harlow.”

Jackie Sadek, Independent Chair of the UK Innovation Corridor, said:

“It is truly energising to be reunited with our esteemed colleague and friend, Darren Rodwell. His legacy of delivering inclusive, transformative growth in Barking and Dagenham – a cornerstone of the Innovation Corridor – speaks volumes about his vision and leadership.

“Now, as he joins the inspiring Dan Swords to lead the growth of Harlow – right at the beating heart of the UK Innovation Corridor – we are filled with confidence that his appointment will be a catalyst for extraordinary progress.

“Darren brings not only experience and drive, but a deep belief in building places that work for everyone. We are proud to welcome him to support Dan Swords, and we stand ready to support them every step of the way. Together, we will unlock Harlow’s full potential and shape a future of inclusive prosperity for the entire Corridor.”

Go look at his LinkedIn he is another person who has frankly achieved nothing, worked as a project manager. He ran a company until 2006 ish look at the companies house submissions, the company appears to be a PSC hardly a real company. Yet another politically connected person, who has build nothing, has no real business expertise and will not deliver what is needed beyond topping his bank account. Jackie is the same as well never done anything outside the public / third sector no wonder the country is in the mess it is, people with real world experience are not being consulted. It would be nice if local reports did investigative stuff as well, we are being led by the mediocre. As a comparison I built a small space company in Harlow known all over the word for its expertise and skill, employ people here and across the world and no councillor ever really talked to me maybe it is because I tell them what they do not what to hear that they are the problem.

Even more smoke and mirrors from the Tories. It is simply not a fact that Harlow's poulation will increase by 50% in the next decade. Most of the local increase will not be in Harlow but in thousands of homes ringed around the town, 10000 of which will not even be in Essex. Harlow is already one of the most densley populated areas in the East of England, we have a Leader of the Council who has only lived in the town for a few years and like many Tories sees green fields ripe for development. None of what Cllr Swords says will be of benefit to someone living in Ram Gorse, Pottersfield or anywhere in between. After four years in power, to date all we have seen is more demolition, more meetings being held behind closed doors and even more money being spent on members allowances. Roll on next May.

Terri that is political and well done him for doing that. The fact remains he has never built a business, nor worried about recruiting or paying staff, winning business or competing. Nor has he seen the overheads or deal with the overheads businesses have to deal with due to government. I am sure he is a nice person, but he and many others appointed to these roles are not suited for them nor are they going to be successful.

A very odd appointment. Only 10 months ago he was Anti tory and was running as a Labour mp candidate after running a Labour council for 10 years. Now he's seen the light and singing a tory councils praises? Some men change their party for the sake of their principles; Others, their principles for the sake of their party.

How much is Roswell being paid. I return toy childhood home of Dagenham on a regular basis and can see how many of the facilities I enjoyed as a kid have disappeared. Rodwell and his Labour luvvies even tried to sell off the iconic and Grade II listed Dagenham Civic Center, whitch was eventually leased to Coventry University. One only has to look at Central park behind the Civic Centre to see how depressing a place it is with delapidated tennis courts, potholed carparks and overgrown grass. Plus, the editor would weep at the state of the athletics track and stadium in Old Dagenham. Labour run councils produce poor quality environments. Rodwell was the man in charge of the decline of the town's established facilities whilst putting up overpriced high rise rabbit hutches called homes. We wait to see how many are affected by dodgy cladding. But it will be interesting to see how soon Rodwell screws up.

Harlow population is indeed growing at an unsustainable rare, but there's no increase in industry or employment opportunities. We are being swamped by other areas off loading their own housing burden . You only need to look round the town to see how badly things are going, do they think we're all blind and stupid. Grow bigger than Cambridge but still not guaranteed new hospital. Depressing utterly depressing. The country is being run by what appears to be primary school kids doing a class project.

Having frequented Barking over the past few years, the main change I have seen in the area is the new Barking Riverside station and housing development. That has improved a once "derelict", industrial area into a mixed use area intended to house approx 26k people (Wikipedia). Not sure if this development can be attributed to him though, as it started before his leadership at B&D but it completed during his tenure. This article https://www.onlondon.co.uk/dave-hill-a-long-read-darren-rodwell-champion-of-barking-dagenham/ does highlight his successes. Just to add, I don't know the bloke, but having read the largely negative comments prior, I thought I'd google him.

If this new addition to the council is to achieve its perceived targets then Mr Rodwell must: (A) Assess the books and produce a breakdown of assets with their value. (B) Stop land banking. (C) Start building. (D) Produce time lines and schedules of work. That approach is just basic business methods. All of these tasks should be delivered in weeks not months to show he is serious about "delivery" rather than just thinking about it. Will it happen? Lets see!
