Latton Priory: Health bosses stress importance of new GP surgery with 3,000 people set to move onto Harlow border

HEALTH bosses have written to Epping Forest District Council (EFDC) stressing the importance of enhanced health provision as part of the Latton Priory housing development.

The submission is by the own Planning Policy Manager for the NHS Hertfordshire & West Essex ICB, Rachael Donovan.

The Chief Executive of the Hertfordshire and West Essex Integrated Care Board is Jane Halpin and Chair, Rt Hon. Paul Burstow.

The development will see over 1300 homes and more than 3,000 people move to the border of Harlow.

The development will stretch from close to McDonald’s at Hastingwood across to Rye Hill Road

In a detailed document they have stated the bottom line is:

“This scale of development at Latton Priory, together with the inclusion of use class C2 will have an impact on primary and community and mental health care provision in the area, and its implications, if unmitigated, would be unsustainable for the NHS.

“It is noted that the planning application proposes medical/health services within the mixed-use local centre, with the draft Heads of Terms allowing for either the provision of a new medical centre or a financial contribution for offsite provision”.

The report notes that the Harlow GP surgeries, despite under extreme pressure are not allowed to close their lists.

Patients are at liberty to choose which GP practice to register with, providing they live within the
practice boundary. However, most patients choose to register with the surgery closest and/or most
easily accessible to their home for the following reasons: walking distance, quickest journey time,
accessibility by public transport and parking provision.

Despite premises constraints GP Practices are not allowed to close their lists to new registrations
without consultation with, and permission from the HWE ICB. Even when surgeries are significantly
constrained, the NHS will seek to avoid a situation where a patient is denied access to their nearest
GP surgery, with patient lists only closed in exceptional circumstances.

The nearest GP surgeries will be Hamilton and Ross Practice in Bush Fair and Lister House in Staple Tye.

The report asserts;

In reviewing the PCN data and as explained above, The Hamilton Practice and The Ross Practice, the closest practices, will be unable to accommodate the additional patient numbers arising from Latton Priory, and indeed potential future housing growth in and around the vicinity of the development. 

And so concludes:

In reviewing all options, the HWE ICB has concluded that new health infrastructure in the form of on-site provision for a new medical facility will be needed to accommodate additional patient numbers arising from this development.

The submission the goes on to detail the financial options for different scenarios (see below).

The submission concludes:

“Subject to securing the healthcare infrastructure to mitigate the health service impacts arising from this development, the HWE ICB does not raise an objection to the proposed development.

“The HWE ICB looks forward to working with the Council and the applicant to address the mattersraised in this consultation response and would appreciate acknowledgement of receipt of this letter”.

As far as we understand, there has yet to be a date set to for the planning application to come before the EFDC committee.

We invited Harlow Council to respond but they have yet to reply.

This is epping housing, they need to be barred from accessing harlow health services and epping needs to provide their doctor and dental services. This housing should be built on epping borders. They want the housing but none of the downsides, disgraceful. Hamilton and Ross practice need to ensure their boundaries don't include this development

All they worry about is a GP surgery, I would have thought better infrastructure to get rid of sewage and surface water was more important. It's about time the people who make these decisions stop thinking about lining their pockets and think about the damage they are causing to this country. Get off your asses grow a brain and put infrastructure in that can cope with all these new houses. IT IS YOU THAT ARE KILLING THIS PLANNOT US WITH PURE GREED

They never intended to build infrastructure. HARLOW COUNCIL ALLOWED THESES BUILDS TO GO A HEAD AROUND ALL OUR BOARDERS ,with out infrastructure. Councils are hemming us in like chickens, we will not only have a flood problem, we will have a huge traffic problem, and our facilities will brake completely. ITS NEVER A GOOD IDEA TO FLOOD A SMALL TOWN , TO OVERLOADING A SMALL TOWN LIKE OURS IS HEADING FOR COMPLETE DISASTER. THE COUNCIL HAS NO FORESIGHT.

Kim you are right, this development is indefensible by anyone with an ounce if integrity amd commonsense. Why place it on the border of an adjacent town when there is land available on epping borders. It stinks of epping protecting their greenspace and services. Like you say, its happening on all sides. It's really very sad and depressing. Who is supposed to be standing up for harlow

I noticed the key part as "with the draft Heads of Terms allowing for either the provision of a new medical centre or a financial contribution for offsite provision”. Given how Section 106 mitigation requirements are so easily undermined by a process called Viability, introduced by the Tories in the National Planning Policy Framework in 2012, then a new GP surgery will be abandoned in favour of a financial contribution. I bet the Editor £20 that this will be the outcome.

I cant wait to leave my once great Hometown. What a disaster. We are getting more and more crammed in,with less and less privacy,pavements and cyclepaths are not fit for purpose,cars and vans parked absolutely everywhere. Its become an almosr unbearable Town to live in now. The place is vile and its only going to get much worse. Re store pride,re--build our Town and Regeneration.🤣🤣🤣🤣🤣That is a joke.

JUST TO ADD, FRENDS OF LATTON ISLAND, HAD A WHOLE LOAD OF PEOPLE ON THIS CASE FROM ENVIRONMENT PEOPLE TO SCIENTIST S, TO THE NEWS PEOPLE, ALL FOUND LOADS OF PROBLEMS WITH THIS. DID COUNCIL S LISEN, DID THEY HECK. WE WERE IGNORED AT EVERY CUT AND TURN, TO HANDING PETITION IN AT HEARTFORD, WHICH WERE ALL MOST 7,OOO ,AGAINST IN HARLOW ALONE. THE LAST CONSULTATION, WE WEREN'T EVEN ALLOWED IN THE MEETING AT HEARTFORD. WE WERE GUIDED TO A ROOM TO WATCH ON THE TELLY. AND FELT LIKE WE WERE GARDED. AN ABSOLUTE DISGRACE AT EVERY TURN. HARLOW COUNCIL DID NOT FIND THE TIME TO DISCUSS THE MATTER WITH US, EXCEPT MR HALFON. HARLOW COUNCIL NEED TO KNOW, YOU ARE AND WILL DESTROY OUR TOWN, AND VANDALISE OUR ENVIRONMENT. Just to remind readers of the crocodile tears from Labour and the Conservatives who did nothing when and where it mattered to object to the building to the south and west of the town. It is clear that many organisations are now objecting to the proposals, but they are 6 years to late. The other issue is of course the sustainable transport corridor which is/was to link this development to the Town Centre and beyond. It is clear that the developers do not want to contribute to the huge cost involved and it seems likley if only in the mid term the best that can be expected are more buses, the route of which will run past St Marks School.

As I understood it, there were several conditions they failed to meet of which one was the road was insufficient for the intended traffic and they were due to outline to the highways department, what they were going to do.
