Essex County Council leader plans to take legal action over local government reorganisation

A COUNCIL leader is planning legal action against the Government’s “wrong” plans to scrap 15 Essex councils, after raising concerns about the cost. Kevin Bentley, Conservative leader of Essex County Council, slammed the Labour Government’s announcement for the biggest change to local councils in 50 years.

It will see various areas merged to create West Essex Council, North Essex Council, Mid Essex Council, South West Council and South East Council. Criticising the Government, Mr Bentley said it has chosen the wrong option for the people of Essex.
He added: “Their decision means that, and as the evidence base shows, it will take 50 years for the five proposed councils to pay the bill for this reorganisation. That means our children will be grandparents by the time this is paid down. The justification for their decision is thin.”
Steve Reed, Secretary of State for housing, communities and local government, announced on Wednesday (March 25) there will be five new councils in Essex. He says the changes will help various Essex towns and cities to “thrive.”
Backing the plans, Stephen Robinson Lib Dem leader of Chelmsford City Council, said the change will keep local services and representation as close to residents as possible.
He added: “Done right, this reorganisation could improve how everything works together, so residents receive the best possible services and fewer people fall through the gaps. We will continue to work with all our partners across Essex to prepare for April 2028, to ensure a smooth transition when the new council takes over. In the meantime, Chelmsford City Council will continue to deliver vital services across the district, supporting residents and businesses.”
Currently in Essex there are two systems of local government. There is the two tier system, with district councils and above that the county council – such as Basildon and Essex County Council. Under this system services, such as social care, bin collections and housing, are separated between the two councils. The other system means Southend and Thurrock Councils are unitary authorities which carry out all services.
Under the changes South West Essex Council will cover Basildon and Thurrock, the South East Essex Council will see Castle Point, Rochford and Southend merge, The new North East Essex Council will include Braintree, Colchester and Tendring. Brentwood, Chelmsford and Maldon will be under the Mid Essex Council and the West Essex Council will cover current Epping Forest, Harlow and Uttlesford.
I suppose that Kevin Bentley main complaint against this reorganisation, which is understandable, is that he will be technically out of a job. But it will mean that the services that are currently being carried out by ECC, covering the whole area, will be more effectively and efficiently carried out at a more local level.
The leader of a council that doesn't maintain our cycle tracks and paths, allows our pot holes, spends millions on road schemes that cause chaos, and doesnt't tell us how the fiasco at the new Harlow Mill junction happened. And, nearly forgot, doesnt fix streetlights. Still, plenty of energy to complain
And how much will this legal action cost the tax payers of Essex? What services will be cut? It makes.logical sense for slimmed down. Flatter council structures. I mean has Mr Bentley been out and about in rural Essex and seen the struggles in those communities, or is he more concerned with the fact his fat expenses account will be dramatically reduced?

I definitely think Harlow council should reviewed in every department in every way. It's all promises of this that & the other happening when in fact it's one whole place of demolition. Payments are terrible they are as bad as the roads & that goes for potholes too. Everything you want done by Harlow council is such an effort to even get to talk with anyone. Then when you do it leads on to 10 days waiting time which then leads onto a further 10 days from the last when chasing up the first call & so & so on. It then goes to you making 1st stage complaint whether you have said yes or no to its formal complaint stage. Then in return of that is a letter month later to say complain is not upheld which has exhausted right back to 1st call in the 1st place,!! Antisocial behaviour is not dealt with severely enough by Harlow housing officers even when police are involved. Perpetrators are given a slap on the wrist by housing officers & more or less told to go straight out there & do it all again. When you are the victim of such behaviour off & on for more than 8 years this is downright a very poor excuse of we Harlow council are looking after the people of Harlow is not correct at all. The riff raff to likes of some people should not be living amongst us at all. Put them altogether somewhere else & let them rot together. The bullies the piss heads the druggies the thieves the Dangerous drivers, knife weilding idiots, the rapist the whole dam lot of them on an island on their own & let them fight it out between them & leave the rest of us alone because here in Harlow is exactly what is going on. There is no protection anywhere not even in your own homes. So yes lets get a council that is committed to all those things & just maybe the rest will follow of being a much healthier better safer place to live.
