A MAN prosecuted for dumping rubbish faces paying a bill of more than £400, after successful action taken by Harlow Council.

The case, which was heard at Chelmsford Magistrates Court on 5 April 2018, relates to an offence committed by Franklin Agyemang in October 2017.

Mr Agyemang, of Bishopsfield, was found to be in breach of Section 87 of the Environmental Protection Act 1990 following a report of dumped rubbish.

A Harlow Council Clean Neighbourhood Enforcement Officer visited the Bishopsfield area – one of Harlow’s hot spot areas in relation to dumped rubbish – on 20 October 2017, having received the report the day before, and upon inspection found 8 bags of household waste dumped.

Evidence was found within the rubbish revealing Mr Agyemang’s identity and address. The rubbish had been dumped around the corner from where he lived. A Fixed Penalty Notice was issued, and after failing to pay this notice within the specified period, he was summonsed to Court.

Mr Agyemang was found guilty in his absence and fined £220. He was also ordered to pay the Council’s legal costs of £225 and a £30 victim surcharge.
