Given this scenario much of the town centre looks to be lost cause.
Better go with and develop an ultra green town strategy. Traditional town centres create congestion. The answer is to create 3 or 4 centres around the town perimeter that have park and ride and at the same time define an inner ultra green zone within a defined inner ring road route within which traffic is restricted, this would make developers think twice about sitting on sites and doing nothing except waiting for values to rise.
There are at least 77 empty commercial sites around the town now. If values fall then the council has an opportunity.
There are probably more sites around the perimeter at J7, J7a, and A414 on the northern edge between Harlow Town station and Harlow Mill where the Council has or can wrest control.
At least it’s strategy that may shift the choke hold you say that developers have.
