Key activities:

· Work with the Head of Infrastructure (HOI) on implementing and reviewing the Estates strategy

· Provide regular updates on Estates to the HOI and participate in SLA review meetings;

· Analyse service standards, identify areas for improvement and efficiency and work towards standardising practice across the trust, and benchmark against industry standards;

· Produce an Estate Development Plan: to coordinate the works identified in the AMP into a single programme with a structured plan of work to show how the whole estate will be developed over a set period of time.

· Take responsibility for producing plans to allocate School Condition Funding across, linked to properties, across all academies in the trust on a five year rolling programme.

· Be proactive in finding external funding opportunities to support development of trust premises and grounds.

· Assist the HOI in reviewing the arrangements for Estates & FM services and developing an organisational structure that allows for effective management and excellent service delivery.

· Work with school site and facility managers and sta? to ensure their abilities are utilised to best effect to deliver high quality day-to-day service.

· Play a significant role in the Estates Forum to coordinate the work of trust estates staff and to implement strategic priorities.

· Take a lead role in the specialist training of staff, working with the Health and Safety Consultant.

· Be the trust estates specialist, providing solutions to complex technical issues and being the contact for higher level advice and guidance for site teams;

· Work closely with the Health and Safety consultant to ensure sites are managed safely,

· Work with the trust Health and Safety Consultant to review site related risk assessments and communicate risk management to site staff and senior leaders.

· Develop PPM schedules and Asset Management Plans for each site,

· Working closely with the HOI, Headteachers and take a lead role in developing a programme of capital works and planned major maintenance projects based on an analysis of condition surveys and maintenance activities across all schools;

· Adopt a ‘Clerk of works’ type role in relation to the inspection and assessment of works including works compliance with agreed specification and contractual requirements. Maintain proper and adequate files and records at all times.

· Maintain daily visibility and routine documentation that controls the compliance of the trust estates, ensuring servicing, contracts, audits and action plans are monitored, tracked and executed to a fully compliant standard.

· Conduct procurement and comparison activities to ensure that the contracts are proven value for money, benchmarked, and structured appropriately in the best interests of the trust, with service level agreements managed effectively.

· Aligning trust provisions for Estate Maintenance to bring about improved efficiencies and cost saving.

· Audit the quality of service provision in relation to site contracts i.e quality assuring the grounds maintenance, reviewing frequency of waste disposal.

· Day to day point of contact for external bodies providing subject matter expertise e.g. HSE, EHO, DfE, Ofsted, local authorities planning, fire regulations, insurance claims etc, ensuring all statutory inspections and testing are compliant to the required standards.

· Be an integral part of the process of project management of the Estates requirements for trust expansion, ensuring capital projects are delivered to exacting standards in the required time-scales.

· Help prepare the Business Continuity Management framework, inclusive of solutions and interventions to guarantee sustainable operations.
