The property consists of a public house on the ground and first floor, that have been sold off on a long-leasehold basis to Wetherspoon. The remainder of the upper parts comprise vacant offices that were previously used by the NHS as an office and clinic space (Use Class E).

There is also a small basement where some plant is located.
The property benefits from two stair cores and access to 4 existing accessible parking spaces.
Vehicular and pedestrian access to the site is via Kitson Way and North Gate.

A planning application awaits a decision (Ref: HW/FUL/23/00002 – Harlow Council) to add a two-storey roof extension and refurbish the existing building to provide 29 apartments retaining the commercial space on the ground and first floor.
The total proposed NIA (Residential) is approx. 1,632.1 sqm (17,568 sqft).
The existing commercial space on the ground and first floor would be retained as a public house.

History tells us that if converted to homes, the new homeowners will complain about the pub noise to try and get it shut down. Even more worrying is whilst they announce even more town centre builds, they still remain silent about the increased pressure on Addison house doctors and dentists and of course the hospital. The council and developers remain quiet because all they see is pound signs and they care little for building community. Twenty nine units are being predicted with none being for social housing so that means market rents. There are only 4 allocated parking spaces but given most of the jobs in the town centre are low paying retail, cars will be needed to travel to higher paying jobs. The constant swamping of the town centre with flats and without matching infrastructure is a ticking time bomb for Harlow and little seems to be done to plan for it.
Looks good, hope this goes ahead. The remaining town centre should follow at speed. Many buildings are in a very poor condition, so this is good news

Then cry "Why are all the shops closing? Maybe we should spend millions on new flowerbeds that die from neglect, maybe that will fix it?"

Norm has it bang on right. To remind readers that the present Conservative administration aided and abetted by Labour want the Town Centre turned in to a huge housing estate where over two thousand people will live, in the expectation that new paving, the planting of trees, restaurants and cafes will "regenerate" the Town Centre. It won't. The redevelopment of the Gate House site gives a clue to the future. None of the ground floor, previously occupied by shops, will have any retail space. Add to this loss the fact that the huge flat blocks destined for other sites will need numerous entrances and exits, taking up space formerly occupied by retail units. Then there is of course the matter of the huge rents that will be charged for retail space within these new flat blocks. None of these blocks are likely to have any affordable housing let alone more council homes. Harlow Council should be taking inspiration from the leisure parks at Stevenage and Baslidon, adding to the leisure facilities already in the Town Centre, by building a new larger theatre, live music venue and exhibition centre, which would bring thousands more visitors to the area. I cannot understand why Wetherspoons have not wanted to convert this into a hotel. This is an opportunity for the brand to expand its hotel chain and create jobs in a local area. Maybe someone should contact Wetherspoons and ask them to comment?
It's the town centre "urban staging" that puts the Low in Harlow.
