Over 7,000 children in Harlow are living in poverty claims new report

A NEW report claims over 7,000 children in Harlow are living in what is called “relative poverty”.

The research, carried out by Loughborough University for the End Child Poverty Coalition, provides new information on child poverty across the East of England.

This highlights that a shocking 23% of all children in the region are living in relative poverty, after the cost of housing is considered. However, when looking at individual constituencies some are as high as 43% in the region.

In Harlow, over 27% of children in Harlow are said to be living in poverty. That is 7369 children.

A child is deemed to be growing up in poverty if they live in a household whose income is 60% below the contemporary median income.

The median household disposable income in the UK for the financial year ending 2024 was £36,700.

This new data also shows that in 39% of constituencies in the region, at least 1 in 4 children are living in poverty. This could mean families using food banks to feed their children, children going without warm clothes in winter, or living in cold or unsafe housing.

And today’s report again illustrates how child poverty rates in constituencies across the country – including in the East of England – are ‘directly and strongly correlated’ with the percentage of children in the area living in families affected by the two-child limit policy in Universal Credit.

Since its introduction in April 2017, the two-child limit has meant that almost all families having a third or subsequent child are no longer entitled to receive support for those children through Universal Credit. Around 60% of families are hit by the two-child limit across the country are in work.

The End Child Poverty Coalition, representing over 135 organisations across the UK, is calling on the government to meet its manifesto commitment to address these high levels of child poverty in the East of England and across the rest of country.

This is a clear issue for Labour MPs as the majority of the constituencies in this region, with the highest rates of child poverty, are held by Labour MPs. In the constituency with the highest level of poverty,

Luton South and South Bedfordshire, almost half of children are growing up in poverty (43%). Meaning in a classroom of 30 children in this area 12 children would be living in poverty.

“It’s outrageous that we have this level of child poverty in the East of England with some areas hit particularly hard. Through our services, we see the distressing effects of poverty on children’s health and wellbeing with even more of our young people denied the basic necessities of food and clothing. 

“These figures should be a wake up call to Government to act quickly to prevent another generation of children from growing up in low-income families. The government’s upcoming child poverty strategy must invest in children and as a first step the government must scrap the two-child limit, a policy which continues to pull more and more children into poverty each day”.

The national Labour party has resigned and in its place a party of no values or principles. Why after eleven months in office are children still living in poverty? Starmer and particularly Rayner should be ashamed. Remember, if you can, the Attlee government and if you can't go look. In six years it turned this country into something respectable, logical and proud. Not one Labour party since has matched its achievements. Go figure why, it wont take long!

The Editor has confused Harlow with Thurrock. Page 15 of the full report shows Harlow's child poverty rate at 30%, making it the sixth worst town in the East of England. Thurrock is lower on 27%.

In Note 1 of the End Child Poverty Briefing it says: "In 2023, an estimated half a million (507,064) children in the UK had a visa or leave to remain in the UK, which generally comes with an No Recourse to Public Funds (NRPF) condition. Although not all will be in poverty, face financial hardship or meet existing benefits criteria, NRPF restrictions mean that families cannot access any benefits regardless of need, including Child Benefit, Universal Credit, Housing Benefit, disability-related benefits, most childcare-related support and passported provisions."

Mike, this government has had the opportunity to reduce child poverty in the budget but decided instead to make the situation for children even worse. Also include the policy decisions on pensioners, and the disabled and you get a clear message delivered by this government. Eleven months is ample time to define direction and their direction is nothing short of copying the Tories.

There are some very ill-informed and unpleasant comments on here. Disappointing but expected, unfortunately. I guess a lot of these comments are from Reform supporters. I think its important to point out that, as they are not allowed to claim benefits, the children of asylum seekers/illegal immigrants will most certainly be included in this report as living in relative poverty. And if you thinks that a party like Reform, with their millions of pounds worth of unfunded tax cuts, are going to help children inpoverty, then think again. Farage proved, with his lies about the "benefits of Brexit", the HE can't be trusted.

It's very sad to hear. There are so many reasons for child poverty. Every ones story is different. But it doesn't take away the fact, that theses families need to be supported. In this day and age, no one should be in this position. And I fear that when they make the pip cuts it will be devastating for so many families. I carnt see it getting better, but worse. At the end of the day, theses polices are labour s choices, choices they did not have to make to the people. When in the next breath they can send or give million s for other polices.. But no, there targets are the people of this country. Shocking it is.

If you can't afford children, then you shouldn't have them. Why should others pay for your irresponsible behaviour. People have to be more responsible and self-reliant. Welfare should be a safety net for those with genuine needs. The levels of waste in this country are abysmal: foreign aid (not linked to trade), so-called 'asylum seekers', benefit fraud, so much waste on NHS administration, etc, etc. No private business would survive long on this basis. High taxes and a poor economic outlook and causing a huge brain drain with thousands of our best, most qualified and dynamic people: entrepreneurs, professionals, medical and teaching staff, etc moving abroad only to be replaced by boatloads of what? It is truly sad seeing the demise of what was a proud, great nation.

Haven't done anything yet about the said Reform act. What they have done is moved the chess pieces around the board. But never mind the winter fuel allowance is back ,so the old pensioners can have their kids and grandchildren round,keep them watered and fed.
