Harlow man charged with nine breaches of sexual harm prevention order

A HARLOW man has been charged with a number of breaches of sexual harm prevention orders.
Richard Tillbrook, aged 45, of Spencers Croft, Harlow was charged with the following.
Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, did something, namely, deleted 10 applications, which you were prohibited from doing by a sexual harm prevention order.

Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, did something, namely, uninstalled Zoom 20 times and failed to notify police each time a chat application was installed , which you were prohibited from doing by a sexual harm prevention order made under section 103A of the Sexual Offences Act 2003.
Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, failed to do something, namely failed to register use of Microsoft teams which is a chat application within three days of creation of the account , which was a thing that you were required to do by a sexual harm prevention order made under section 103 A of the Sexual Offences Act 2003.
Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, did something, namely, deleted Facebook messenger conversations 18 times, which you were prohibited from doing by a sexual harm prevention order made under section 103 Aof the Sexual Offences Act 2003.
Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, did something, namely, uninstalled Microsoft teams 29 times and failed to notify MOSOVO each time you reinstalled a chat application , which you were prohibited from doing by a sexual harm prevention order made under section 103 Aof the Sexual Offences Act 2003.
Between February 17th 2025 and January 29th 2026, at Harlow, at Harlow, without reasonable excuse, failed to do something, namely failed to contact MOSOVO to request deletion of all applications , which was a thing that you were required to do by a sexual harm prevention order made under section 103 A of the Sexual Offences Act 2003 by Chelmsford Crown Court.
Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, did something, namely, uninstalled WhatsApp 39 times without written permission and failed to inform MOSOVO each time it was reinstalled , which you were prohibited from doing by a sexual harm prevention order made under section 103 A of the Sexual Offences Act 2003.
Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, did something, namely, deleted 2 WhatsApp conversations , which you were prohibited from doing by a sexual harm prevention order made under section 103 A of the Sexual Offences Act 2003.
Between February 17th 2025 and January 29th 2026, at Harlow, without reasonable excuse, failed to do something, namely failed to register use of Zoom which is a chat application within three days of creation of the account , which was a thing that you were required to do by a sexual harm prevention order made under section 103 A of the Sexual Offences Act 2003 by Chelmsford Crown Court.
Tillbrook’s next appearance is scheduled for April 13th, 2026 at Chelmsford Crown Court.
He has been released on conditional bail.
