Harlow Labour leader and MP welcome government decision on Unitary Authorities

HARLOW Labour Leader Cllr James Griggs has welcomed the Governments decision to create five unitary authorities for Essex. This will see Harlow merge with Uttlesford and Epping Forest in May 2028.

Cllr Griggs said: “This is absolutely the right decision for Essex and for Harlow. This is the model that Essex Labour leaders have sought from the outset, it makes sense geographically and recognises the existing links between neighbouring communities.

The Conservative plan to link us with Maldon at the opposite end of the county was bonkers!

I have been lobbying ministers since November 2024 to adopt this model and I’m delighted they have listened.

The M11 corridor is a key strategic area which will benefit from serious investment and economic growth thanks to this historic decision.

Few residents will shed a tear at the  abolition of Essex County Council, it has consistently failed to deliver for Harlow not least in its responsibility to fill potholes.

A new combined West Essex authority will be big enough to deliver its increased responsibilities but small enough to remain in touch with its residents.

Across the county we will reduce from 15 councils to 5.

Abolishing the two tier system will save taxpayers hundreds of thousands of pounds which can be reinvested in providing better services. 

A unitary authority will end the confusion of having to work out which council is responsible for which service. Highways, bin collections, housing, street lighting, environment, etc will all be under one roof.

After years of Tory neglect, Harlow has already begun to benefit from significant investment by the Labour Government, I expect  this to continue in the run up to the changes in 2028 and beyond.”

Harlow MP Chris Vince added ” I am pleased the option of five has been selected. It was the only plan on the table that made any sense for Harlow, rightly putting it at the heart of a new unitary authority in West Essex.

“It will ensure residents in Harlow remain at the centre of decision making.”

Another blatant lie by this Labour councillor. The Harlow Conservative administration never supported the three unitary structure. Also, within Essex County Council Labour has about 5 councillors out over 70 so their so-called lobby power is virtually non-existent. More nonsense from a local party that is intellectually bankrupt and devoid of any ideas or plans for Harlow. Harlow Labour should be in the Town Show as a Goon Act!

So is Cllr James Griggs trying to take the credit for some or all the recent town regeneration schemes currently being carried by Dan Swords, with his statement? “After years of Tory neglect, Harlow has already began to benefit from significant investment by the Labour Government. I expect this to continue in the run up to the changes in 2028 and beyond”. I always thought that all these regeneration schemes that Dan Swords is being praised for, were being financed by the Tory led Harlow Council, when they are actually being financed by the Labour Government! Well that’s news to me!

Stuart J you are right. Another misleading statement by Cllr Griggs who knows full well most of the grants were made by the previous government. As for regeneration,Griggs and his motley crew of misfits are hopeless. Their contribution to the regeneration is. minus zero. They wouldn't know where to start which explains why during all the years they ran the council nothing was done and the town declined. Not one of them has any real world business experience. Can you imagine them negotiating with the CEO of M&S or David Lloyd!!?? Make no mistake, if the conservatives of Dan Swords do not win the Nay elections, the whole thing will be at serious risk. Fingers crossed that Dan and his team win and carry on with the work.

The transformation into a unitary will require skilled negotiations to ensure Harlow's best interests are secured. This and the regeneration are too serious to be left to the amateurs of Harlow Labour and the totally inexperienced Reform, whose local leader doesn't even live here! We should stay with the Dan Swords team who have a proven record. The alternatives are just not serious.

Martin, I think it is more a case of people recognising the transformation in Harlow under the local conservatives. I speak as someone who voted for Chris Vince because nationally the tories were appalling. Politically, local labour supporting this is like turkeys voting for Christmas
