Harlow man convicted of dumping eight tonnes of waste

THE conviction of one serial fly tipper who dumped eight tonnes of waste across Brentwood has been welcomed amid concerns around the level of prosecutions among hundreds of incidents. Daniel Hadley, who was linked to an address in Collins Meadow in Harlow, was identified and charged with four separate fly tipping offences committed between November 2024 and July 2025 reports the Local Democracy Reporter.

The investigation was launched after multiple reports of illegal waste dumping across the borough. The conviction follows an inquiry led by Brentwood Borough Council’s Environmental Enforcement Team, working in partnership among with others with the Metropolitan Police and Havering Council.

At Southend Magistrates’ Court, Mr Hadley pleaded guilty to all four incidents after CCTV footage and still images captured his vehicle transporting and depositing waste. Some footage also showed waste being set alight. A vehicle linked to the offences was seized as part of the investigation.

Across the four dates, an estimated eight tonnes of waste were illegally dumped, with clean‑up costs ranging from £400 to £600 per incident. Sentencing is scheduled for July 2026.

Welcoming the conviction, Councillor David Worsfold, Chair of the Clean and Green Committee at Brentwood Borough Council, said: “Fly tipping is not a victimless crime – it damages our environment, burdens taxpayers and shows complete disregard for our community. This conviction demonstrates that when offenders harm our borough, we will pursue them and bring them to justice. Our enforcement officers and partners have done an outstanding job in securing this outcome.”

Earlier in the week the council was accused of not caring enough over the scourge of illegal dumping – with Councillor Russell Quirk citing figures of prosecutions against incidents. Between April and December 2025 there were 648 investigations but just one prosecution. There were 83 fixed penalty notices. He asked: “Why is this administration so unconcerned about the state of the borough?”

Councillor Worsfold said at a meeting on Monday: “We are very concerned about the state of the borough and the difficulty of pursuing people who make illegal flight tips is not a reflection of a lack of concern.”

£1000 fine foreach offence, ay for clearup costs and investigation costs. Van crushed. Banned from driving for 5 years - really make it hurt. Thoseguilty of using unlicensed rubbish removal firms should also be held responsible if information of the source found.
