Harlow Council leader Dan Swords pledges to block Local Government Reorganisation in Essex

THE Leader of Harlow Council, Councillor Dan Swords, has today (13 May 2026) announced that the council will fight to block Local Government Reorganisation in Essex.

In March, the government announced plans to create 5 new councils across Essex, which would see Harlow Council abolished in 2028 and replaced by a new West Essex unitary authority. The plans are subject to Parliamentary approval.
Councillor Swords has previously voiced “extreme concerns” about the speed of the reorganisation and how long it could take for any benefits to be delivered to taxpayers. He said that the council would be carefully considering the way forward. He has now confirmed the council will oppose the plans outright.
Announcing the move, Councillor Swords, said:
“Harlow Council will fight to block Local Government Reorganisation because it would abolish our council – and that is not in Harlow’s interests.
“Last week residents sent a clear message: they want us focused on building Harlow’s future, not ripping apart local government and making Harlow lose out.
“This plan would cost tens of millions of pounds and is undeliverable within the timescales the Government has set. We will not waste taxpayers’ money chasing a fantasy.
“Instead, we’ll focus every pound, every resource, and every effort on the things our residents care about.
“Let me be clear – we will use every tool at our disposal to stop this crazy plan. Because Harlow deserves a council that fights for Harlow – one that builds Harlow’s future, not a new authority that threatens it.”
The Labour government forced this change on Essex councils that nobody had asked for. Labour's 2024 manifesto says the following: "We will also widen devolution to more areas, encouraging local authorities to come together and take on new powers." The key word is encouraging, not coercing. Dan Swords is right to say No. See
Credit where credit is due, Cllr Swords stance on this matter is to be commended. As things stand, in two years time, the future of Harlow will be in the hands of elected councillors from as far away as Chigwell and Saffron Walden, simply because the number of councillors representing Harlow will be vastly outnumbered by those living elsewhere. It is clear from my questioning of Cllr Swords at a Full Council meeting, that there was no substance to the claims that any money could be saved from these changes and there is no evidence at all that services would improve. Lets hope that Reform at County Hall together with the Conservatives and others press the Government to reverse these changes. Since last Thursday, they clearly have the mandate to do so. I really hope he has the rest of Essex authorities behind him, if not Epping and Uttlesford with continue planning and Harlow will become obsolete with no say
The reorganisation planned is a massive, expensive distraction poorly thought through by this inept Labour government. It needs to be opposed and scrapped. Wonder if our MP will support this or continue as Starmer's puppet.
