More traffic woes concern as next phase of transport infrastructure works for Harlow to get underway

WORKS on the next phase of transport infrastructure for the Harlow & Gilston Garden Town partnership (HGGT) are set to start this week.

Funded by Homes England, the Central Stort Crossing North scheme will support the development of new communities and eventually connect to the recently completed improvements between Harlow Town Centre and Burnt Mill roundabout, as part of the wider HGGT sustainable transport network.

Central Stort Crossing North is being delivered by a joint venture between Places for People (PfP) and Barratt Redrow (the PfP Barratt Redrow JV), with their contractor Natta, and being financially administered by Hertfordshire County Council on behalf of the Harlow & Gilston Garden Town partnership using funding provided by Homes England.

The works will commence with the installation of construction accesses off the A414 (Eastwick Road) to form safe access to working areas offline of the existing highway. This will be followed by improvements along the A414/Eastwick Road and along Fifth Avenue – Zelenskyy Avenue. In later phases, Eastwick Roundabout will be converted to a traffic signal-controlled junction for better traffic flow.

Delivering road improvements, new public transport links, and walking and cycling routes for Harlow and the surrounding area, these latest works will support the development of 10,000 homes built across the Essex-Hertfordshire border by the PfP Barrat Redrow JV and Taylor Wimpey as part of the Gilston area of the Garden Town.

Harlow & Gilston Garden Town is a cross-boundary initiative led by five councils – East Hertfordshire, Epping Forest and Harlow District Councils alongside Hertfordshire and Essex County Councils – to deliver growth and regeneration for the area.

The masterplan for Harlow & Gilston Garden Town is bringing forward long-term improvements for the area, supporting future growth and community wellbeing through the delivery of much-needed new housing, including affordable homes, alongside schools, community facilities, and essential services.

Applications for the works were given planning permission by both East Herts and Harlow District Councils in February 2022.

Mark Doran, Executive Director of Growth & Environment at Hertfordshire County Council, commented: “These works mark the start of 10,000 new homes in the Gilston area and, with growth coming forward at this scale, it’s vital that we invest in infrastructure that gives people real alternatives to driving and helps avoid further congestion on local roads.

“Our five council Garden Town partnership is committed to 60% of journeys in the new communities being made by walking, cycling or public transport.

“Improvements at Eastwick roundabout will support this by improving traffic flow and prioritising pedestrians, cyclists and bus users travelling to and from the new villages. This will minimise road congestion, air pollution and carbon emissions, benefitting all road users and local residents.

“While works of this scale will cause some disruption, the Garden Town and its partners will work closely with Places for People and Barratt Redrow to minimise inconvenience and keep residents and businesses informed so they can plan their journeys.”

Sammie Steele, Managing Director, PfP, speaking on behalf of the Places for People and Barratt Redrow joint venture, said: “This development has taken almost 20 years to reach this stage, achieved through close collaboration between PfP, the Harlow & Gilston Garden Town partnership of local authorities, and the hundreds of partners who have supported it along the way.

“Delivering a project of this size is never easy and inevitably comes with some disruption.

“The PfP Barratt Redrow JV is committed to ensuring that the Central Stort Crossing North scheme is delivered responsibly with the needs of local residents and businesses fully considered during the delivery and decision-making process.

“Together with our contractor, Natta, we are focused on minimising the impact wherever possible and we appreciate the patience of local residents as we build towards a stronger, better-connected community.” 

Director of Infrastructure Funding at Homes England, Pauline Schaffer, added: “Through the Housing Infrastructure Fund, we’re pleased to be working with Harlow & Gilston Garden Town partners to support the vital infrastructure needed to unlock the first 10,000 homes.

“The appointment of Natta by the PfP and Barratt Redrow JV is a major step forward and a significant milestone to be reached, delivering the transport improvements needed to support the development of the new communities at Harlow and Gilston Garden Town.”

These major highways upgrades are expected to be completed in Winter 2028.

Residents can keep up to date with the progress of works via Causeway one.network and report any issues directly to the contractor via  Gilston.info.  The PfP & Barratt Redrow JV will communicate major milestones in advance on gilstonparkestate.com. Timelines for the project may adjust based on weather, engineering requirements or safety considerations.

They still have not finished or sorted out the problems on the STC at Harlow town centre, the Police station roundabout, junction of Second Avenue A 1025, Third Avenue and A1019 Velizy Avenue. The bus lane traffic lights on Velizy Avenue A1019 tell the bus driver to go but he cannot get access to the roundabout as it is blocked by traffic coming from the Water Gardens shopping centre, A 1025, Third Avenue, this is blocked by the pedestrian crossing to the Leisure Zone on Second Avenue A 1025.This was a mistake made with the first Church Langley Express STC, the planners did not build a bridge or build a layby for any bus to pick up passengers from the Leisure Zone. Resulting in any traffic managing to negotiate the roundabout having to stop and wait for the bus to pick up passengers, which in turn stops another bus gaining access to the roundabout. The designers are only concerned about Gilston New Town not the mistakes previous designers of a STC in Harlow have made. As traffic tries to find another route either to High Wych, Pye Corner, or Gilston the A414 and the Harlow / Cambridge Road A 1184 will get busier. Plus, any route West to or from Hertfordshire will get more traffic trundling past their doors, villages like Roydon and Roydon Hamlet and Nazeing will possibly suffer an increase in traffic as they try to gain access to the A10.

The real problem with gilston is where is the electricity coming from. With the new AI datacentre to be built at northweald. This data centre is being added to an already stretched network. It requires 163MW of electricity( enough to power 200-400thousand homes) that currently is not available. I am guessing prices will go up to price the poor. out of the market , or the poorer sell their cars to pay for the electricity thus making the new traffic arraignments work. Nothing green or sustainable about any of it, just the usual smoke mirrors and lies. Oh and don’t mention the sewers and waste water.

The traffic in Harlow is now worse than its ever been with traffic lights on top of traffice lights which is an accident waiting to happen! Harlow station roundabout grid locked every day tailing back to the 414....how can they even think of starting phase 2 when phase 1 is a complete shambles!

Traffic lights / pedestrian crossings so close to the Burnt Mill / Station roundabout are causing complete chaos, gridlock and tailbacks - it’s all a very bad accident waiting to happen. I now avoid the area if I can and take a cab to the station if I’m travelling by train. The comments of the taxi drivers don’t bear repeating! This road layout needs to be revised!

Arterial road network is absolutely a mess, the designers of this shambolic design need to take a hard look at what has been created! In many many case Traffic Lights and crossings within metres of leaving a high traffic flow roundabout/junction!!! No appropriate filter lanes for perhaps left turns or bus laybyes!! If you agree send this message on!! Not a strategic plan for extra 10 k houses minimum!!! Should include complete reconstruction of dual carriage from station roundabout to A414 and beyond , let’s get a proper network once and for all!!!

During one of the many consultations I’ve been to regarding the Burnt Mill roundabout I did point out to the man who said he oversaw the design. I told him previously there were traffic lights on Burnt Mill roundabout, but the authorities were forced to take them away as the whole of North Harlow including the town centre was at a grid lock, this was when the Smithkline Beechams site was working at nearly full capacity, Elizabeth Way A1169 was at a standstill all the way beyond the Pinnacles industrial estate. His reply was, “traffic light design has been greatly improved since then”. I then asked which road will get priority? He declined to comment. On the few times I have attempted to use the roundabout since it has been updated, I can see he has reversed the grid lock it now impacts on the other industrial estate Templefields. The idling stationary traffic on the A414 now reaches beyond the Howard Way roundabout with all the air pollution. This is often used by road planners as an excuse to justify a new road, in fact Gilston New Town used this idling stationary traffic excuse to build the Eastern / Latton Island crossing. When it comes to the new possible Marks and Spencer site this is right in the middle of the idling stationary traffic created by Burnt Mill roundabout “improvements”. On a footnote, I hope whoever is in charge of Essex County or the new body, has a huge stock of white paint as the fancy lines on the roundabout will not last long, it might be like painting the Forth Bridge.

'This will minimise road congestion' Laughable statement. The Phase 1 improved roadworks have made road congestion, the worst I've seen in all my years of living in Harlow. Whoever decided the new roundabout near the temporary bus station needs a lobotomy. Every exit and entry now traffic light controlled, a disaster waiting to happen and gridlocked most of the day. Don't even get me started on the train station roundabout 🥱

Agree with all comments traffic lights are a joke many a time I sit at the lights waiting for them to change with no other traffic about maybe they need to look at peak times only and move pedestrian lights further back ,you have one set further down near toby but another set at roundabout why
