Tory anger as Labour government “suspends” multi-million pound investment for Harlow town centre

YH understands that the new Labour government has “suspended” a £20 million payment to Harlow for the regeneration of the town centre.

The leader of Harlow Council, Cllr Dan Swords and his colleagues were so concerned about the payment that on Wednesday night at a council meeting they proposed a motion as the believed the payment, promised in March under the Conservative government, was “under review”.

The council Leader called for all councillors’ support to write a cross-party letter to the Secretary of State, Angela Rayner, and for Harlow’s new MP, Chris Vince, to arrange an urgent meeting with the Secretary of State and Chancellor as well as raising the matter in the House of Commons. 

The motion – which the Harlow Conservatives repeatedly made clear was “not at all political but simply in the best interests of the town” – caused uproar from the Harlow Labour group. 

Speaker after speaker rose from the Harlow Labour benches saying the motion which cited the funding as “at risk” was “offensive”, “absolute nonsense”, “a false aunt sally” and that there was “no issue there” and made clear that they believed there was no chance of the funding being pulled.

They went on to say they would “vote against it and knock it down” because the council should “let the Government get on with its work rather than pester” and there was “no mass panic or worry” about the investment.

Indeed, all Harlow Labour Councillors voted against the motion calling for the Government to confirm that the extra £20 million would still come into the town.

All Harlow Conservative Councillors voted for the motion and as such, the next morning the Council Leader wrote to the Secretary of State and Harlow’s MP – but without the support of Harlow Labour. These letters can be seen below and followed a number of letters from other Council Leaders, of all political persuasions to the Government.

However, in a bombshell to the work to rebuild the town centre, the Council received correspondence from the Government on Friday that the funding had been “suspended” noting that the announcement would result in “a number of questions”. 

Reacting to the news, the Leader of the Council, Dan Swords said: “This is a huge blow to the work to rebuild the town centre. Last Wednesday I asked for all Councillors support to lobby the Government to ensure Harlow received this money. 

“I was repeatedly shouted down by the Harlow Labour Councillors who told me that the funding was not “at risk” and that I was playing a political game when in reality I was simply asking for their support in the interests of the town for the new Government to confirm that the funding we have worked so hard to secure would still be coming.

“To be clear, this £20 million is on top of the £23.7 million Town Deal which is rebuilding the bus station, Broad Walk and Market Square, the £20 million Levelling Up Fund which will deliver the new Playhouse Square development and much more besides. The news from the Government that this funding has been “suspended” causes enormous uncertainty and worry.

“As I promised at the election, I will fight day and night for our town to ensure this money comes to Harlow and we deliver on our pledge to rebuild the town centre. I had hoped that the Harlow Labour Councillors would have supported us, but nonetheless I will not back down.”

Of course it was going to be suspended with a labour government. They are not going to fund a conservative council, which only has a thin majority. Instead they will let the town continue its degeneration and then once a labour has the majority on the council suddenly funding will be found again. It is all so sad, politicians play games like this all the time and the town and towns of the UK suffer. Why do people vote for these politicians they only care about power not about the people or the country - they only claim to around election time. As T said will the last one out turn out the lights.

To be fair, was it actually going to happen under the conservatives either? There'd been a load of talk about it but nothing was happening. Same with all the other so called developments around the town that just remained demolition sites.

I think it was Thatcher who said we Conservatives only do things when the money is in our account. That is the Conservative economics policy in a nutshell. In short: Prudence! The Conservative Harlow council has obviously not heeded her words.

I've been in Harlow for 4 1/2 years now. Still a building site. New council leader same promises, same lies. You are like children in the school playground. Get together and tell the truth, both sides. Maybe we will believe you when you speak then and maybe, just maybe trust you

It is a simple fact that this country is financially bust and the Conservative Government had already withdrawn funding from projects in other towns. The new government took out the word "levelling up" from the Department involved, there was never any indication from the Conservative government about what that actually meant, how it would be measured and whether at the end of the day it was money well spent. With rising construction costs many schemes have turned out to be more costly than what was budgeted for. I wonder if Cllr Swords will remind readers exactly what this £20 million was to be used for?

Well, I sincerely apologise to councillor leader Dan Swords for doubting him. It was not at all obvious on Wednesday of last week that funding would be suspended. Indeed, official Gov.UK papers showed the next tranche of money could be paid right up until 1st November. Clearly, the Labour government have painted themselves into a corner with their tax and borrowing plans, even though serious economists were predicting a shortfall in Government finances. Anyhow, Dan Swords got this one correct.

I do hope the hggt project is withdrawn as being a waste, I hate to imagine the amount of money wasted in all the PR, legal work to cross council work and work to win all the awards it has done so without even building a new road so far.

After 14 years of neglect by successive Tory Governments they have the cheek to criticise Labour after a couple of weeks in power. What improvements were planned let alone completed by the Tories? No hospital, school built then pulled down, the only safe way to enter the town center from terminus House pulled down, shops closed and boarded up, market square with no market and blocks of flats deserted and ready for demolition. Some legacy!

The plans for the new developments in the town centre are absolute rubbish anyway unfortunately the Tories were counting there chickens and hence the cluster of battery farming inspired style awful hi rise 16 story flats, the ill conceived un "Sustainable corridors " bad traffic planning and the trashing of the local chalk steeam River Stort environment. Labour are as much to blame because they opened the door to hggt pfp that will only benefit East Herts and Epping Councils to the detriment of Harlow. It's also time that the idea of moving PAH out of town into Epping District was reviewed and rapidly scrapped and building started on the current site or on the publically owned ex GKS site at the Pinnacles.

Most residents feel the Questions should have been asked and the alarm should have been raised when Harlow Conservatives, driven by property developers, announced they wanted to make Harlow a mini city. Unfortunately Labour is set on an equally disastrous track to create greyfield sites out of greenbelt which will result in the ruin of and random infilling and doughnut development of existing towns. Harlow was one of the highly successful new garden towns built after ww2 and needs to be pushing for the creation of the 10 new towns as proposed by the Lib Dems.
