Green Party challenge Harlow Council over use of weedkiller

A MEMBER of the Harlow Green Party attended Harlow Council to ask a number of questions on use of weedkiller.

Jennifer Steadman asked:

Can the person responsible for approving the purchase of the Glyphosate
weedkillers: Nomix, Barclay and Pistol that the council regularly spray around
Harlow on lampposts, grass verges, near schools and playgrounds etc please
advise me if there any plans to source products that are less harmful to
people, wildlife and the planet?

For example; products that don’t contain glyphosate which has carcinogenic
properties. Products such as acetic acid, soap, steam, salt, iron-based sprays
or pelargonic fatty acids which naturally occur in plants have been proven to
be effective on different types of weeds and wont cause any risk of harm to
the environment, its inhabitants and residents.

Reply from Councillor Nicky Purse (Portfolio Holder for Environment
and Sustainability):

The approval of chemical herbicide is managed overall by the Chemical
Regulation Division (CRD) part of the Health and Safety Executive (HSE)
working closely with the Department of Environment, Food and Rural Affairs
(DEFRA).

Glyphosate products are approved for use. Currently Harlow Council permits
the usage of Glyphosate products and it remains the mainstay of its weed
control.

Officers and managers have explored the possible use of alternate products
and we regularly work with other Local Authorities to explore other options.
A trial was attended on ‘foam stream’ by weedtech run by Southend Council.
Initial views was the lack of flexibility of the machine around the extensive
hard surfaces and levels found in Harlow.

Currently alternative methods appear to be less effective at weed control and
each method does have its own set of negatives to be aware of. We remain
open minded as new methods may be available yet mindful of the impact on
resource and efficiency.

"mindful of the impact on resource and efficiency", yet completely ignore the environment and people. The things the council should be working to improve. Relying on other council's trials before committing really is a poor stick your head in the ground and wait attitude. What a disappointing response from this portfolio holder. Whatever way you look the hard work which went into the roundabout renovation by Tim Hortons is now showing plenty of weeds and is very overgrown by brambles. Is the problem the chemicals or poor maintenance?

Chris, there is no maintenance. The Conservatives are good at trumpeting one of works but fail to have an on-going maintenance plan, evidenced by this roundabout, the one at Staple Tye and the planters placed along Cross Street (Market Square). Where I live the spray has been so widely used that a grassed areas have been killed off.

I had a walk around the town today and I think we have bigger problems than this to be dealing with. You could start with the homeless people living in tents around the town for a start.

I should of course have said one off works. The problem is there are a number of such issues around the town. It seems there is a lack of an on-going programme of works to keep things in good order, the bus station was perhaps the biggest of these.

This is an article on weed killer s. Which this council takes a blind eye at. Unless you have seen an animal die from theses weeds killer s, which my retriever did few years back( Toxins found in stomach) and about 11 dogs ill from this, ( kept phoning vets, to see how many had fell ill) you will not realise the dangers of this to wild life, to our pets... There is no need to use theses toxic methods. Unless you see your pet go down with this problem people won't realise the pain of this slow and painful death... Its heart breaking and I've never forgotten it.. Harlow council need urgently to get a grip, and listen, and stop passing the buck. Other country's use alternatives, no reason you can't.

The advantage of the hot foam method is that it avoids operatives having to suit-up in disposable suits. It saves on operatives having to be certified on two herbicide courses: pesticide use and backpack sprayer. The hot foam method is good at moss and algae removal and can be used on greenhouses and conservatories to clean them. It is also used for chewing gum removal and Burleys Ltd, the landscaping contractors for Lewes District Council, use it graffiti removal. It means the machine gets used throughout winter. Nicky Purse overlooked the Manchester City Council trial in the Chorlton Park ward between April and October 2023. Their report in paragraph 3.1 stated: "Overall, hot foam proved equally as effective as glyphosate in terms of output, killing and controlling weeds." It is interesting to note that other trials like Cardiff insist on using more operatives than Weedingtech say are needed. The Cardiff study said three operatives were required whereas Weedingtech said only one was needed. The other way trials are loaded against hot foam is using a bigger than needed. In Manchester they used a Ford dropside tipper van, whereas Weedingtech use John Deere XUV or Toro all terrain vehicles.

It is also worth noting that Nicky Purse doesn't even offer to explore sophisticated Glyphosate spraying techniques that use automatic detection of weeds by a process of chlorophyll fluorescence. The trade name is Weedit which claims a reduction in Glyphosate use of at least 80 percent. Guy Flegman, I appreciate that there are other issues around the town that need attention, infact there are many!! We can only ask one question & tackle one issue at a time in a council meeting. Glyphosate use is not only dangerous to wildlife, but also to dogs, cats & children! As a member of HEART animal rescue team we have had many birds coming into our care with both neurological & physical deformities, most not surviving. We've had foxes rabbits etc poisoned. Trust me, it is an horrific way for an animal to die. Other harmless, natural products & methods of weed control are available & I believe these must be explored!

Spraying of weedkiller that don't actually get sprayed at the weed but it gets sprayed into the air because the idiot who rides that machine around like he's on some dirt track @ a speed that it hasn't got time to settle because he's not even looking where he's going that be along the paths the car parks etc. the cars get a spray & so do the bushes only for it to be of no use what so ever. As for the cats dogs birds etc it's certainly not good for them & I go out to try & stop him spraying both the bushes & in the air in front of my house because it's certainly not good for my lungs either with COPD. Personally I think it's a waste of time money when all that is needed is some maintenance of the grass, the hedges the trees etc that look a dreadful scruffy dried up terrible state. If this was our gardens you would be sending us letters to tidy them up. Think Harlow council along with HTS should practice what they preach also keep to the promises made of what they said which was ,"more grass cutting, hedges cut back, trees cut back" well think they all need to go out for a walk around the estate, cycle tracks little alley's that are cut throughs & look further than their noses & most definitely further than the strip they do maintain!!!!!!!!! Harlow Town as a whole is a embarrassment.
