Road to Nowhere: Multi-million pound junction that links River Way with Old Harlow remains closed

AS you may recall, the new multi-million pound road junction that connects Cambridge Road with River Way was opened in a blaze of publicity by a number of councils.

But then a few days later, it closed. This time in a blaze of bollards.
A month later, it remains distinctly closed and it appears that it may well not be opening anytime soon.
A reader has told us that they have been in contact with Essex County Council and have had this response:

“Regrettably, we do not have an update just yet, but we are progressing th necessary legal matters.
“These rely on third parties to action which we are not in control of so we cannot give a definitive timescale. However, pleased be assured that this is being chased”.

Back in August, their statement was: “Following the completion of work, a technical legal issue has arisen regarding the transfer of land.
“Unfortunately this has meant that a temporary closure has had to be put in place.
“We are working to reopen the junction as soon as possible, and in the meantime vehicles accessing Templefields can continue to do so via Edinburgh Way”.

The reply from Essex County Council explains the delay is due to legal issues that "rely on third parties to action which we are not in control of so we cannot give a definitive timescale."
There is a process to expedite matters faster with the land registry that you can request. My question would be why has this not been done? Other questions would be, how do you get planning for developments on land you do not own? If you build on land you do not own are there not legal repercussions? Seems there is less due diligence for public developments compared to private developments
Looking to build on land that is owned by someone else mmmm sounds a bit like our new hospital. The one we may not now get cos the money was not actually there apparently

I hope someone has been sacked over this. It is total incompetence. People of Harlow, this is what happens when you continually vote for your tory Essex county councillors
Complete waste of money
Probably be a well maintained cycle route in near future as the do not repair roads I work hard and I'm skint as have worked hard for years we pay increasingly high charges for absolutely nothing
@Boris this has nothing to do with political party. The legal dept and planning of ECC is civil and will be the same dead wood, reluctantly wanting to make decisions to avoid being accountable and risk their cosy position of non accountability. It's a shame that having purchased a piece of land myself, within a month then council came down on us like a ton of bricks making threats about getting the consent of the landowner and quoting planning policy and legal ownership, yet this all seems to have been swept under the carpet and pushed through without raising questions?
Chris, surely the elected councillors appoint the CEO of the council. So, where does the buck stop? It is a massive balls up from what has been reported. Could ECC be required to put the site back to its original situation (impossible I guess)
Getting yet the same again pretty drawings new bomb site and left because know money in first place but ok we blame new government.if it dose not happen.
The same happened with the St Micheals Hurst development in Bstfd, there was supposed to be a super schl built there with both the girls amd boys schls taking a large part of the site.. that turned out the person that "sold" the council the land didn't have the right to do so, and the schl moves were scrapped..to compound it the boys schl then planned for the new St James Park site..only to discover when they started laying foundations they were building slap bang on top of natural springs, they "got round it".. rumour has it the new houses there suffer with water ingress.. go figure!!!, just wait for more flooding issues no doubt tom the future??..seems due diligence of any description isn't high on our local councils lists..
I sincerely hope the person in charge has been replaced it's the perfect example of incompetence.What are we paying our local rates for?.
