Latton Priory: Plans for over 1,300 homes submitted

AN Outline Planning Application (EPF/1793/24) has been submitted for the proposed Latton Priory development, and consultation on the plans is now open.

The site is part of the Harlow and Gilston Garden Town project and details and a full description of the development can be found on the planning application:

The proposal is for up to 1,340 homes, residential care and supported accommodation, a mixed-use local centre, primary and secondary schools, greenspaces including playing fields and new highway, cycle and pedestrian routes.

The plans have been submitted by Commercial Estates Projects Ltd and Hallam Land and as the site falls within the Epping Forest District will be considered by the Council’s planning committee. The consultation period closes on the 11 October 2024.

Latton Priory, north of Rye Hill Road, is one of the masterplan sites that is part of the Harlow and Gilston Garden Town, a partnership of five local authorities delivering homes and infrastructure to garden town principles.

I hope the authorities make them build the infrastructure first before allowing the house building. It is what any self respecting authorities would do. Of course I won’t hold my breath on this as I am sure personal interests will be looked after first. It’s a shame that Harlow council is not more involved in this. Still I suppose Harlow council could always use some strategic 20mph zones and some traffic reduction methods on the Harlow access roads to reduce the impact on our already overstretched infrastructure.

I see the promises within the application. Primary school, pub, shops,medical/health services, traveller pitches (I thought they came under Harlow?) Sports pitches with changing facilities. Based on previous developments in and around harlow, all of these promises are lies and will be dropped by the developer a third of the way through the development and Harlow/Epping council won't cease any further building if the developer fails to deliver on what the planning permission was given for. Then the elephant in the room, Rye Hill Road. They have measured it at 6.5 metres at it's widest point, I would politely suggest they spent all day looking for that one wide point, it is at best a one car width road. Their own estimates in table 5.13 says Rye Hill road will have an additional (1) 61 HGVs (122 two-way) per day; (2) 50 LGVs (100 two-way) per day; and (3)164 workers vehicles (328 two-way) per day. Rye hill road will become a rat run for the developers which will see more collisions and will go against any brave soul on a bicycle which will undoubtedly see a death/s. This will not be a safe development nor will it be the one on the plans if approved.

This absolutely shouldn't be allowed to go ahead until plans for an additional, not just a replacement, hospital are approved. It's utter madness. Mire to the point, why isn't it going on epping's border ? We need people with a spine to stand up for harlow, the town is already a complete mess. does anyone have any idea what is actually going on with the roads ? It's utter chaos, and the mess of the cycle tracks between birdcage walk down to Sainsbury's is disgraceful. Raised kerb stones with no ramps or warnings , absolutely shockingly poor surfaces are being laid, is it being done by the same people who stand in for GPs? I used to be proud of this town and this country, now it's just a mess with terrible decisions being made and no apparent oversight over what is being done. Embarrassing, the local authorities need to hang their heads in shame.

I agree with Resident. Got to have more GP's and a decent and large hospital. Friend in Old Harlow said that with Newhall, Gilden and the other big developments in the pipeworks a doc appointment is hard. I guess they have a few thousand extra people on the books now, being the local GP.. Can't keep building without supporting all the many new families that move to the area as it is unfair to all.

Just to remind readers that the Harlow Alliance Party was the only Party that raIsed objections with the Planning Officer charged with looking at the Local Plan of EFDC which will see the building of thousands of homes on Harlow's border. The Leader of Harlow Council Cllr Swords is the Chairman of the Board of the Harlow and Gilston Garden Town.According to one of the reports with the application, this devlopment will do little to increase the number of vehicles using Rye Hill Road and others nearby. They must be joking! This is all about housing greed, nothing to do with housing need for locals already living in the area. It will suck in thousands more residents in an area already heavily overcrowded.

How is that not a conflict of interest ? Unless he's in that role to defend harlow and the best interest of its residents, backed by actions, then surely that is a completely unethical position.

I stand corrected about my previous comment, Cllr Swords is the Chair of the Joint Committee, membership drawn from the Councils signed up to the project. Nevertheless, Harlow Council is a chief player of course in the project, Despite this, history is repeating itself, Harlow Council has done little to inform residents of this consultation by EFDC and EFDC has of course no legal obligation to advise us despite the close proximty to and affect it will have on those of us living in the town.

Yeah, good idea. Build more homes for more people, and when those people eventually need a hospital they'll get to travel back in time to the 1970s to visit the butchers shop. I mean PAH.

am sorry Harlow is already over taxed on resources and space this town has no more to give , we lack houses for our current ppl , gp offices , a better hospital the list just go's on and on this can not pass tbh as harlow it self and the ppl in it would suffer more and the affect it will have would prob be more worse off

Overall I support new projects and developments. It would be great to improve the area and to build something new. The downside - infrastructure and medical care. We are lacking medical staff as it is, so the question is who will be working in the newly built medical centre? Infrastructure - the road can be rebuilt, but this development will only increase the traffic to Epping during rush hours, so any additional bus services will be no help, if busses will also be stuck in traffic. And what will be the chances for people to get on train? The central line should be extended to the new development and Harlow, but I doubt they’ve considered this in their plans
