Did the Safe to Go Stow Hub fail the 3 o’clock test?

BACK in October, the Safe to Go Stow community hub was opened.
It is part of a bid to tackle anti social behaviour (formerly known as crime) in the area.

Harlow Council has ploughed in over £100,000 of taxpayers money into the project as well as The Stow area in general.
A few days later, at a council meeting, the portfolio holder for public protection, Joel Charles delivered a presentation on the project.
He made reference to the 3pm test. See film below.
Cllr Charles said: “It is all about the 3pm test for me. To make sure if someone is in The Stow, going shopping, that the Hub is still open.”
So…on Saturday afternoon, we popped into the Stow and…it was closed.
We asked councillor Charles to explain.
He said: “The council has agreed to inject £100,000 in additional funding and opened the community hub because it has adopted a proactive approach to tackling crime and anti-social behaviour in The Stow.
“Although the final timetable has not been published, the hub is open Monday to Friday and there are a growing number of activities being organised to take place there in the coming months.
More information has started to be shared about events taking place at the hub, including through the official local police Facebook account, and there is an intention to share the opening hours with those who run community newsletters to make sure a wider number of residents are reached. The council will post the final version of the timetable on social media and share it with Your Harlow. A poster will also be placed up in the hub in the coming weeks with the full opening hours.
“Some of the work at the hub needs to remain confidential, particularly when police officers meet there to discuss live operational matters and sessions with young people are arranged, so there will be times when it appears closed for certain activity to take place.
“Initial feedback from business owners operating in The Stow has been positive as they believe those who previously caused trouble have been deterred from coming to the local area because of the hub.
“It is likely that the hub will be open on weekend dates for specific community engagement events. This is being explored with The Stow’s residents and business owners to learn what works best for them.
“There is rightly a great sense of urgency in The Stow to maintain the momentum since the launch of the project in May. The council fully understands the need to continue the positive engagement and momentum achieved this year. Several service areas in the council are working together to make sure the ambition behind the project to cut crime and anti-social behaviour is not lost.
“A long-term commitment has been made to provide ongoing support in The Stow. It will take time to achieve the desired impact, but good progress has already been made. Restoring confidence in The Stow that the council, community policing team and other key partners are working towards a shared goal, avoiding a repeat of the issues that led to the need for a hub in the first place, is the main objective.”
What a waste of 100K of tax payers money. Tax is the first call on peoples income PAYE / Council tax etc. How many people are struggling due high taxes reducing the money they have for housing, food, heating etc. Only to see it wasted on things like this. I am watching the US with the hope they can gut public spending and show just how wasteful it all is
All that money and ya still can't replace a door that been broken for over a yr leading to drug use, graffiti and use as a human toilet. Or a fix a wall thats been crumbling for yrs and need a good paint. Or deal with the weeds growing every where. Or fix the rusted and broken railings. Or even put up a welcome to the Stow sign!! Promise after promise and nothing ever happeneds!! This has nothing to do with the community and more to do with ya crime stats and something to put in ya CV. STOP LYING TO US!!
Here's an idea, how about the council spend £100,000 of hard working taxpayers money on actual policing rather than virtue signalling nonsense.
OK but what actually is it? What is a "Safe to go stow community hub"? Who cares if its open at 3pm or not, I don't know what it's meant to do.
It does seem like an awful lot of money for something that's not doing much... Hope things will improve but feeling doubtful... I'm sure there are a lot of places in Harlow that would have welcomed some of that money and done something productive with it...
Norm - It is a waste of money, but I am sure somewhere some third sector group / charity will be trousering a lot of tax payers money for doing very little. The solution to issues in the stow is simple, get Essex police to stop policing tweets and start policing the streets.
This would appear to be yet another look at us aren't we good to you people. A vanity project just like in the town centre. There are plenty of places in this town that needs money spent on it. It will be great !!!! to be in the town centre, but move further out and it's still the same decaying town. Gentrification perhaps, who really needs that?
One of the commentators on the original article of 27 October said the Hub was closed at 3pm. Listening to councillor Charles left me with the impression that they spent £100k and are still figuring out who will use it. What many would call a "work in progress". I expect it will end up being an under utised asset.
I went in and was told by police that open road,mind, housing and the police were going to be there on different days. Complete load of nonsense this is. Wasting money. Essex police fail to solve over 80 %of rape cases so instead of two constables ( one was a sgt) sitting in there should they not be out there catching them?
Waste of money, I work at the stow, and I don't think I've seen it open for more than an hour, also still lots of trouble of a night time
