Harlow Council set to freeze its share of Council Tax for fourth year in a row

WITH the news that councils across the country are set to increase Council Tax again this year, Harlow Council has announced that it is proposing to freeze its share of the Council Tax bill for the fourth year running.

The Council Tax freeze is part of the Harlow Council’s budget proposals for 2025 to 2026 which will be announced tomorrow. The proposals will go to Cabinet on 13 February and are set for approval at Full Council on 27 February.

The Council Tax freeze will be achieved against a backdrop of a 21% cut in Harlow’s core funding from the Government and significantly increased National Insurance contributions. Harlow are set to be the only council in the country which will have frozen its Council Tax for the last four years.

The council says its budget, which will be announced tomorrow, will “fully fund all of our missions and priorities to transform our town”.

Commenting on the announcement, Councillor Dan Swords, Leader of Harlow Council, said:

“Once again, our Council Tax freeze will buck the national trend. We’ve heard the news today that councils up and down the country will be increasing their share of Council Tax bills this year, whereas in Harlow we are proposing to freeze our share for the fourth year in a row.

“We have driven significant efficiencies in the council’s spending and massively increased our revenue from prudent investments like the Harvey Centre. The decisions we have taken mean we can now deliver our missions in earnest and transform our town once and for all. I know that residents will not underestimate just how challenging it is to balance the council’s budget and freeze council tax, whilst investing hundreds of millions to transform our town – but that is what we are doing.

“Under our plan this year residents will not pay a single penny more for Harlow Council services with our share of the bill remaining at the same level as it was in 2021. It means that the average Council Taxpayer in Harlow (Band C) will continue to just pay £4.93 a week for the vast range of services we provide. Performance of those services continues to improve month on month as well.”

Councillor James Leppard, Cabinet Member for Finance, added:

“This is the fourth year in a row that we are set to freeze our Council Tax bill for residents. We are set to be the only council in the country that has done this for these four years. Against a backdrop of significantly rising costs including National Insurance and reduced Government funding, we are setting a budget which fully funds our six missions and every pledge the council has made.

“Today the news is littered with stories of councils increasing their Council Tax bills and some by over 5%. We are bucking that trend yet again and investing more in our services – not cutting them.

“The budget we will announce tomorrow paves the way for a brighter future for our town and one that residents do not pay more for.”

Around 13p of every £1 collected in Council Tax in the town pays directly for Harlow Council services with the rest paying for services provided by Essex County Council, Essex Police and Essex Fire & Rescue Service. The county council, Essex Police and the Fire Service are all once again proposing increases to their share of Council Tax this year.

As per previous articles, Harlow Labour will be commenting when they have had an opportunity to scrutinise budget in full.

The Conservatives are doing an impressive job running the council. Minimising the tax burden is the most essential role of government, private enterprise is the catalyst for growth not increased government spending

I notice there is no mention of what services are going to be reduced or cut. We shall see if they can really do what they promise. I won’t hold my breath.

I would like to know if YourHarlow have received any co ments from our MP or Labour group leader about the cut to Harlow's central funding. I would like to understand the jsutification, especially as Angela Rayners statement kept mentioning keeping tax down for working people. Harlow has done this, but seems, according to Councillor swords that Harlow is being punished for doing that

So, the increase, once again, will be made by the county council. Housing rents will be increased above inflation, so the usual scams. Tenancy agreements have been adjusted to cut down the services offered, dangerous pavement near The Stow, reported after an accident two years ago almost to the day had not even been examined and marked up. There are sites in the town centre that have been derelict for years till some parts look like a 1940s bomb site. Those on here who praise the councils efforts need to find the new location for Specsavers!

Harlow Conservatives freezing the tiny bit of Council tax kept by Harlow, meanwhile Harlow Conservatives supporting the large increases in Council tax for Harlow residents imposed by Conservative controlled Essex County Council and the Conservative Police and Fire Commissioner. Ask yourself, has your total Council tax bill gone up since the Conservatives gained control of the Council?

What is clear is that if the Labour luvvies, who can't be bothered to read an Equalities Impact Assessment despite this usually being their tub thumping anthem, were to be let loose on Harlow Council's finances it would be cuts and tax rises for ever more. One only has to look back to 2012 when Labour shut down Harlow Welfare Rights and Advice to see that in Labour's lala land nothing is sacred, all except chasing votes. Principles are a moveable feast and even making statements, let alone making policies, that align with their core values can be jettisoned to chase votes as the front page of today's Guardian newspaper proves in relation to Reform's surge in the polls.

Last year Labour were heavily criticised for not having an alternative budget. Will one be presented this Spring, it will be interesting to see how their plans differ from those of the conservatives. Mind you, it might also be interesting to see how much was paid for the Burnt Mill flats or is that still "commercially sensitive.

Harlow Conservatives are doing there best to keep your council tax bills down as much as they possibly can. Look at the councils run by Labour or the Lib/dems, Bradford, (Labour) wanted an increase of 15% but A Rayner has allowed them 10%, Windsor (Lib/dem ) wanted 25% A Rayner has allowed them 9%, Newham (Labour) wanted 10% got 9%, Birmingham (Labour) 10% got 7-5% Somerset (Lib dem) got 7-5% Trafford (Labour) 7-5%.notice how it’s not Conservative councils that have always got the begging bowls out, last Labour run council sent out increased tax bills, then switched all the street lights out, wouldn’t surprise me if A Rayner has instigated these Mayoral changes for Essex, just she can get her lot running it, then push all our tax bills up.
