Harlow Council set to adopt new Domestic Abuse Policy

HARLOW Council is set to approve a new Domestic Abuse Policy at its Cabinet meeting on Thursday 9 October, reinforcing its commitment to protecting residents and supporting individuals navigating domestic abuse.

The policy, developed in collaboration with external partners and shaped by the findings of the Scrutiny Committee, sets out a robust framework for how the council will respond to domestic abuse and violence against women and girls (VAWG). It builds on recent initiatives such as the launch of the Harlow Women’s Safety Charter and the council’s White Ribbon accreditation, and aligns with the council’s mission to “protect our communities.”
The new policy will:
• Ensure all council staff and councillors receive mandatory domestic abuse awareness training.
• Formalise the council’s zero-tolerance approach to domestic abuse and its commitment to supporting victims and survivors.
• Strengthen partnership working through the Safer Harlow Partnership and Southend Essex and Thurrock Domestic Abuse Board (SETDAB).
• Support applications for external funding to tackle domestic abuse and VAWG.
• Promote a case-by-case approach to supporting victims, recognising the unique circumstances of each individual.
• Encourage reporting and raise awareness through accessible information and community engagement.
The policy also recognises children as victims in their own right, and commits to educating young people about healthy relationships through initiatives such as the annual Crucial Crew event delivered to every Year 6 pupil in Harlow.
Councillor Danielle Brown, Cabinet Portfolio Holder for Culture and Community, said: “There is no excuse for domestic abuse. It has no place in our town. This policy is about taking action – real, meaningful action – to support individuals navigating domestic abuse and hold perpetrators to account. We’re working with our partners to ensure that every person in Harlow feels safe, supported and empowered to live free from fear and abuse.
“Our commitment is unwavering. Whether it’s through training our staff, supporting local initiatives, or creating safe spaces in our community, we are standing up and saying: enough is enough. Everyone deserves to live a life free from chaos and conflict, and this policy is a vital step towards building a better, safer future for all.”
The policy will be made available to all council staff and councillors, with training delivered as part of the council’s induction and development programmes. It will also support the council’s work as a landlord and employer, ensuring consistent and informed responses to domestic abuse across all services.
