Over the border: E-scooter and e-bike clampdown leads to 36 seizures in two weeks

Crime / Thu 16th Oct 2025 at 07:18am

BASILDON Neighbourhood Policing Team (NPT) have seized 36 e-scooters and e-bikes in just two weeks as part of a crackdown on people riding through the town centre.

The centre of Basildon is covered by a Public Space Protection Order (PSPO) that prohibits e-scooter, e-bike, and pedal bike use.

It is only legal to use to an e-scooter on private land or to hire one in a town that is part of a government-regulated trial.

Basildon was formerly a trial location, but the council voted to abandon the scheme earlier this year. The scooters for hire were removed during the summer.

Sergeant Emily Pentelow of Basildon NPT said her team have given people plenty of warning that e-scooters and e-bikes will be seized if ridden in the town:

“People riding e-scooters and e-bikes dangerously is one of the biggest issues the public highlight to our team.

“It’s intimidating, it’s dangerous and nobody walking in a pedestrianised area should have to watch out for people flying past, putting everyone at risk of serious injury.

“We’ve tried to educate people, and we’ve put posters in shops to make it clear that riding through town is illegal but the number of seizures we’ve made clearly shows that the message hasn’t registered and that a change of approach was necessary.

“If you are caught riding an e-scooter or e-bike in town, we will take it, and it will be scrapped. We’re working with the council’s community safety officers and using the TownLink system to track offenders down and stop them, so even if our officers don’t spot you, someone else will.

“The feedback from the public and retailers has been really positive. The town centre is a much safer place without the e-scooters and e-bikes and my team will continue to apprehend anyone we see on one.”

As usual Harlow council are incapable of doing anything of this nature here, they are illegally used on road, cycle tracks as well as the pedestrian areas of the town center.

Uninsured e scooters and e bikes are ridden recklessly and above the legal 15.5mph speed limit, by riders not wearing crash helmets, on the pavements of Bush Fair's pedestrianised shopping centre almost daily. The riders too often show total disregard for the hundreds of pedestrians who visit Bush Fair shops every day. Reported road casualties Great Britain: e-Scooter factsheet 2024. Reported on Gov UK, September 2025. E-scooter users killed: 5, seriously injured: 366, slightly injured: 725, total E Scooter casualties:1,096. Pedestrians injured by E Scooter, killed: 1 , seriously injured: 59, slightly injured: 158. total casualties: 218. The above statistics are understated, as the police do not record the deaths of those who died over 30 days after the accident in which they were injured. Some of the e scooter / bike riders who are killed or seriously injured as the result of accidents are young children. I've seen young children at Bush Fair shopping centre riding tandem on e scooters which are clearly out of control.

In Harlow they are still riding bikes and scooters in and around pedestrians in the shopping centers , pavements , cycle tracks. Lets hope the police in Harlow follow Basildon`s crackdown before someone gets seriously hurt.

Dave. They're useful ways to get around in cities and whatnot. Where I am, they're legal and allowed to be used so long as the rider is insured and has proper safety clothing. The answer isn't blocking them, its educating the idiots.
