HARLOW Council’s Licensing team has taken proactive steps to support local businesses and help keep the town centre safe and welcoming for everyone.

As part of Operation Guardian, a multi-agency initiative focused on community safety, Licensing Officers carried out a series of visits to licensed premises in Harlow town centre. The aim was to check that businesses are meeting their responsibilities and to offer practical advice to help maintain high standards.

During the day of action, officers visited six licensed venues. All businesses had the correct licences in place, and four were found to be fully compliant, with only minor adjustments made during the visits. These included small tweaks to signage and operational practices, which were resolved on the spot.

Two premises were given guidance on further improvements. One will be updating its layout plan to reflect changes in the premises, while the other will be enhancing its signage and improving written records around alcohol sales refusals and staff training. 

Officers will revisit these businesses in the coming weeks to offer continued support and ensure the recommended changes have been implemented.

“Making sure all licensed premises in Harlow fulfil their legal responsibilities is a duty the council takes seriously. Licensable activities such as the sale of alcohol can only be provided by maintaining a high level of compliance.

“That is why licensing officers are supporting activity being delivered as part of Operation Guardian, an initiative that aims to improve safety in the town. Visits have recently been undertaken to local businesses to build stronger relationships and offer practical advice. Each business that was visited had the correct licence in place, with only minor improvements needed in a small number of the premises that were inspected.

“It is encouraging that local licensees are acting responsibly and taking the right steps to adhere to their respective set of conditions. Their actions are helping to reduce the impact of anti-social behaviour and crime. The whole purpose of Operation Guardian is to ensure Harlow remains a safe and welcoming place for all.”
