Street Scene Priority Taskforce cleaning up Harlow’s streets of old clutter

HARLOW Council’s Street Scene Priority Taskforce has now completed more than 1,500 tidy‑up jobs across the town, clearing forgotten clutter that chips away at pride in our neighbourhoods.

From abandoned roadwork signs and rusty posts to damaged railings, rogue estate agent boards, old sandbags and traffic cones, the team is tackling the small but important issues that make a big difference to how Harlow looks and feels.

The Street Scene Priority Taskforce, operated by HTS, responds quickly to environmental requests, including tasks that would usually fall under the responsibility of Essex Highways. Their work includes removing left‑behind signage, clearing neglected street furniture, taking down for sale and rent boards on council land, straightening or removing damaged signs and carrying out general ad‑hoc improvements in areas that can often be overlooked.

This work is on top of the everyday tasks carried out to keep the town clean, such as litter and rubbish clearance, emptying bins, removing graffiti and maintaining Harlow’s green spaces.

Councillor Nicky Purse, Cabinet Member for Environment, said:

“Our Street Scene Priority Taskforce is delivering exactly what residents expect – fast action, cleaner streets and visible improvements across every part of Harlow. More than 1,500 jobs have already been completed, and residents can see the results for themselves. 

“This is about restoring pride in our town and getting the basics right every single day. We said we would renew our neighbourhoods and that is exactly what we are doing as we Build Harlow’s Future.” 

The council remains focused on its mission to renew our neighbourhoods and restore pride in the town – street by street, neighbourhood by neighbourhood.

How many of these items belong to Utility Contractors, answer None, They get fined by the Council if they leave any items on site upon the completion of their works. How many of those items belong to Essex Council and their Highways Contractors, answer all of it. They don’t get fined!

Still no sign of the Cash for Cars signs being removed from lampposts though, and while they’re at it they could take down the dirty, damaged flags which some ‘patriots’ have decided to scatter around the town, they’re an eyesore!

There is an eyesore at atilbury Mead and has been there since they cut the hedge. Why didn't the workers report this when they cut the hedge back 3 months ago ?.

Be nice to pick up all the rubbish litter household stuff dumped everywhere we now just live with it everyday shame good start though

Whilst it's admirable that HTS are involved in tidying up Harlow,a very daunting task , it would be great if they could fulfill their contractual obligations in maintaining public toilets notably the Riverside ones next to the Moorhen public house in Burnt Mill Lane. Not only have been kept locked for more days than they've been open in last 5 weeks or so but the standard of the cleaning in them is very poor. One of the inhabitants of a camper van who has been living in the carpark there for months who is there all the time said he has only once seen an HTS operative carrying a cleaning device ( a mop but no bucket )in all the time he's been there. Spiders dangling from the ceiling and all the webs are unacceptable. Come on Harlow Council shape HTS up. They're your company !!the

Back in November 2024 I questioned the council on this subject in a council meeting. Dan Swords agreed that with me that street litter was an ugly blight on the Harlow environment and agreed to 'tidy up'. Its only taken 14months to get going, but hey, you actually listened. Thank you. 💚

On nearly every traffic light junction, there are signs advertising, normally, a music event. With so many new traffic lights coming on stream in the future as the Strategic Transport corridors are rolled out by Essex County and Harlow councils, there will be so many more opportunities in Harlow for fly posting events on traffic lights. All of which are illegal and organisers should be prosecuted by authorities and police be more aware of nicking those posting the flyers, not drive by thinking it's not our job, putting the job down to the local councils.
