Harlow Council revives town’s underpasses through street art and upgrades

THE first phase of Harlow Council’s major town-wide programme to transform underpasses is nearing completion with striking street art and landscape upgrades.
The programme is modernising and upgrading underpasses – an essential part of Sir Frederick Gibberd’s original masterplan for the town – to create brighter, safer and more welcoming routes used by thousands of residents each week.

These enhancements build on the council’s successful roll-out of CCTV across Harlow’s underpasses two years ago, providing added reassurance for pedestrians and cyclists while continuing to upgrade everyday public spaces.
The first round of upgrades is expected to be completed by the end of this month, with further improvements planned as part of Harlow Council’s aim to deliver cleaner, safer and more connected neighbourhoods.
Commenting on this programme, Councillor Nicky Purse, Cabinet Member for Environment, said:
“This programme is another important step in Building Harlow’s Future and delivering on our mission to renew our neighbourhoods. While responsibility for this type of maintenance has traditionally rested with Essex County Council, we have chosen to step in because action is needed.
“This work is about making real, practical improvements people will notice – from replacing railings, to improving drainage and clearing overgrown vegetation that can make underpasses feel dark and unwelcoming. Our underpasses are used by thousands of residents every week, and they should be clean, safe and properly maintained.
“By tackling these environmental issues head-on, we’re improving safety and enhancing the everyday experience for residents. This is a practical and visible way of showing that Building Harlow’s Future isn’t just a slogan – it’s about transforming the everyday spaces we all use into places we can take pride in.”
Commenting on the underpass murals, Councillor Danielle Brown, Cabinet Member for Community and Culture, said:
“These striking murals are already transforming these spaces. They bring colour, creativity and a renewed sense of pride to areas that had become tired and unloved.
“Public art has the power to change how we experience our neighbourhoods – not just by brightening a wall but by sparking local pride and showcasing the incredible talent we have right here in Harlow.
“By working with local artists and MurWalls, we’re celebrating creativity and turning these areas from dark and dingy places to safer and more welcoming spaces for all. Residents are telling us how uplifting it is to see these bold, positive changes, and that’s exactly what these murals is all about.”
No doubt about it they are brilliant pieces of art. Let’s hope they have the desired effect.

Nice murals. Glad to see the council are keen to bring “colour and creativity” to our town. Perhaps they think that the flags that now festoon our town are examples of creative textile print work with a nice use of red on white. Perhaps they could incorporate them on the sculpture trail - here’s a Henry Moore, here’s a Rodin and here’s the work of some balaclava clad intimidating racist bully boys. Tommy Robinsons very own gang of Banksys. Nicky Purse says underpasses can be “dark and unwelcoming” Well Nicky, it’s not just underpasses I can assure you. Daniel Brown talks of a “ renewed sense of pride” When I look at what is being allowed to happen in the town I feel no pride just sadness. The flags no longer represent any notion of unity or patriotism. They are are used and abused to push a grim right wing agenda, littered with bigotry and ignorant racist views. And astonishingly, this is being endorsed by our councils complete lack of action. Recently balaclava clad morons hoisted their flags outside Passmores school and proceeded to film our young people as they walked past them. They are trying to poison their minds and are being allowed to try. The next time you all meet to congratulate each other on how you are, as Nicky Purse says - “Enhancing the everyday experience for residents” , spend some time considering what you are really allowing and enhancing. You should be ashamed.
Sidney, just comment about the good of these and stop with the big chip on your shoulder. The more you moan about flags etc, the more coverage they get. Lets not encourage them any further.
A chip on your shoulder means to harbour long term grudges and to ruminate on past injustices. I’m thinking about what’s happening out there now and in the future. What I’m seeing is people trying to impose there views by proxy, by using emblems and by intimidation. It has to be challenged and this council should be doing just that.

Fantastic work, really brightens up a dull area, sadly I'm sorry to say I hope the mindless idiots amongst us don't vandalise it.
A good bit of work by Harlow Council and the artists involved.
These will involve younger people in Harlow who often get forgotten so if done properly as above, they would be a positive. The only caveat, People do tend to use these underpasses in daylight hours only but I wonder if we can keep a regular check on these as they often fall foul of a bulb out here and a bulb out there which causes uncertainty at night time. So, brilliant idea but can we make sure they are well lit.
Great work again by the council coming from a Londoner! Absolutely agree about those cheap Chavish Temu flags are destroying the image for the town, and ye the intention of these idiots is racist and backwards. Council absolutely needs to take them down, most of them are poor quality and they don't look good at all!

This is a great initiative. Well done Harlow Council. To those commentators on here, the flags are nothing to do with Harlow Council. They are on Essex CC property. Focus on what the Councik is doing engaging our young artists and stop whinging.
i think this is a lovely addition to our town :) to those saying about the flags and how racists are using them : i do agree but there's a time and a place for these things, and this is not that place unfortunately. there's plenty of other places to moan about this, let's just enjoy and be proud of the positive things being done and coming for Harlow next
Do you remember the Machete attack at Nichols Field underpass last September, Nicky? Still no decent lighting or CCTV! The murials are nice but the overwhelming amount of flytipping/rubbish and lack of bins due to lack of maintenance and HTS not doing their jobs on the cycle tracks, takes away from anything nice. Nicky, being the councellor for Potter Street, please take a walk/look at the state of the cycle track from Potters Street down to Nicholls Field for yourself. Fed up requesting HTS to clear dog sh**, glass, litter etc. The hedgerows are full of rubbish and HTS just walk by. Same all year round. It's depressing. Please clean the cycle tracks hedgerows of rubbish and provide more bins.
I love the underpass art, especially the Dennis the Menace cartoon from The Beano comics. My beloved granddad taught me to read by pointing out the words in the Beano and Dandy comics he bought me every week when I was little girl. Well done and thank you, hard working Councillor Nicky Purse, Council Leader Dan Swords and his team of Conservative councillors for improving our long neglected underpasses with these lovely murals.
Sidney, Your very bitter and twisted, Dan swords and some of the rest of the suits are doing a greatbjob on this town, would your prefer dirty dreary old painted walls or something to lighten the load?
Just as the flags were hoisted by unauthorised individuals, why don't you Sydney go out and start taking them down? That way you will be expressing your own point of view in a practical and obvious way.
