Dan Swords promises to extend Oyster card to Harlow if Local Conservatives win council elections
News / Tue 14th Apr 2026 at 05:01pm
THE Leader of the Local Conservatives, Dan Swords, has today pledged to secure the extension of the Oyster Card to Harlow if the Local Conservatives retain control of Harlow Council in the Council elections on Thursday 7th May.

The extension of the Oyster Card zone would enable residents to travel on the fast overground train from Harlow Town or Harlow Mill to Tottenham Hale or Liverpool Street but at tube prices.
The move would remove the need for many residents to travel to Epping to access cheaper fares and reduce reliance on longer, less convenient underground journeys.

Dan Swords said that this is the next step in his plan to Build Harlow’s Future and would support attracting investment into Harlow as well as significantly reducing the cost of commuting for local residents.
Announcing the plans, Dan Swords said: ” Today, I’m making you a promise. If we win the Council elections in May we will secure the extension of the Oyster card zone to Harlow.
“That means you’ll be able to hop on a fast, clean, direct overground train straight to Tottenham Hale or Liverpool Street – but for tube prices. No more travelling to Epping, no more long, noisy, dirty tube rides into London or extortionate overground prices.
“Some will say, ‘Why not just extend the Central Line?’ Well, that would cost billions and take years. Frankly it’d never happen. Extending the Oyster card is a dramatically better option and it’s the next step in our plan to Build Harlow’s Future.
“And yes, some will doubt this. They doubted us on M&S, on freezing council tax, on rebuilding the town centre. But we’ve delivered on our promises – every time. And if you trust us again, we’ll deliver on this one too.
“So if you want the Oyster card extended to Harlow, you must vote for it. This Council election isn’t about national politics – it’s about the future of Harlow. Back me and the Local Conservatives, on both of your ballot papers, to finish the job of Building Harlow’s Future.
“No other party can win a majority on the Council and no other party can deliver things like this for Harlow – the proof is there for everyone to see. But by not voting at all or voting for another party, you are voting for a Council of chaos that will stop the rebuilding of our town.”
Nice one Dan, you have got another one over the opposition!!
From long time Labour, Im turning to Danny amd Conservative and it would be amazing if he will achieve it👏
There is no way this could happen. Harlow council do not have the power to make a decision like that. It would have to go through rigorous bureaucracy in parliament . Harlow is not Greater London do TFJL would never grant this,
Dan just delivers and delivers. Forget party politics. Dan is the Man for Harlow. Let's stay with Dan and the local Conservatives who are delivering beyond expectations.
Norma Stits, don't you think that has been done? Get out of your cave! Dan and his team spent almost two years to negotiate the M&S deal with the M&S board. Do you think this happened yesterday? Of course it has been long under discussion and negotiation.
Norma Stits with your level of naivety, I am guessing you support either Labour or Reform because you sound a complete plank. Check Dan's record. It is only announced when it is a done deal.
I am in no way a conservative voter when General Elections come around. However as far as Harlow and Harlow Council goes, I'm conservative all day. I hope that people don't fall for campaigning on county/national issues by the other parties come local election day. Those will not get fixed by voting those other parties in on a local election. They have no say over potholes. They have no say over immigration.
Brilliant work once again by the Dan Swords team. We are voting for you to continue. Well done! This will greatly reduce travel costs to London.
Let’s just wait and see. We all voted for brexit but it made no difference. Tick tok
Norma, have faith. Dan has delivered on everything. He has a team with wide business experience- check the acquisitions of Burnt Mills, Harvey Centre, Market House, the negotiations with M&S, IKEA, David Lloyd, etc. Dan and his team walk the walk. Neither Reform nor Labour would know where to begin. They would struggle to find the phone number for TfL.
He might as well promise to cure cancer or end world hunger. That's not in his power and is unlikely to happen. It would cost the local rail companies a fortune, it needs cooperation between Essex and Hertfordshire and London transport agencies which is a bureaucratic nightmare. Last time this was discussed they said there's a technology issue that the Oyster Card system can only handle a fixed number of zones and they're all in use, to add more zones would need a major change to the computer system. It's not going to happen just because Danny Swords asks nicely.
Dan has done it again. Exceeding expectation. The only man with the determination, grit and vision to run Harlow Council.
Norm the Gorm. People like you never achieve anything with your attitude. Fortunately, we have in Dan a young man with balls and brains. Seems you are lacking in both departments. Keep going Dan, ignore the cynics who have nothing to contribute.
Dan on track to smash the Reform and Labour pretenders: Premier League v National League South- no contest!!! Dan all the way for Harlow!!!
You can already use Oyster card as far out as Broxbourne but if you check the tfl website you can see it's much more expensive than the underground from Epping. But I'm not knocking Dan for trying. He really is doing good work in Harlow.
Reform's time might well come for the next General Election, but in May it is just about Harlow and Dan Swords is fully worthy of our support for everything he has done and is doing for Harlow. No one else even compares.
Alex , There is no way this has been in negotiations. Harlow would have to be considered as Greater London for this to happen. It’s just an idea for now , it hasn’t been through parliament yet. Get a grip and stop believing everything presented to you.
Norma, Dan has delivered on everything to date, which far more than can be said for Labour and Reform who are totally clueless. On the Reform campaign post on YH, Scott Hegley undertook faithfully to set out Reform's policies for Harlow and has failed to do so leading us to believe that Reform have no specific plans and are just hot air merchants. They are on par with Labour locally..... totally at sea and offering nothing of substance. Anyone with any love of Harlow and any sense will stick with Dan Swords.
Am always skeptical when it comes to promises just before election time... local and national! I do remember Dan saying that the bulldozers were ready to go next day after the last election and he went incredibly quiet. Fair play if he manages to do this though but it will take a very long time and TFL have to agree and that's the hard part... Labour said they'd try to do this years ago too so not a new idea.
Yesterday, In my exchange with Scott Hegley (local leader of Reform UK) when I asked him to detail Reform's plans for Harlow, he wrote on YH: "Scott H 2026-04-13 14:11:04 Yvonne - I am rather pushed for time at this moment but will be delighted to answer your challenge in detail as you request, a little later today. Best wishes, Scott" Over 24 hours have passed. No reply. He should have this at his immediate disposal if he is standing for election. It is so basic. I thought he might be a gentleman and a man of his word. Sadly, he has proven to be unworthy to be involved in the running of Harlow Council. It is a timely early warning. Very sad.
Yvonne. Agreed, he hasn't come over as worthy to stand at all, he hasn't even treated people on yourharlow with enough respect to answer. Very poor response and not what we need as a town.
I have been following this and was genuinely considering voting Reform awaiting Scott's reply. He has proven to be nothing more than the standard third rate politician: "I will get back to you in due course", which translated means "just bugger off you nauseating voter". Well Scott, you blew it. You are a huge disappointment. You had a fair chance and showed you are not up to the task. Please stand down and don't embarrass yourself further. You bring nothing to the party by your own dismal omission.
Dan, you are doing amazing! Just keep going. We need you.
This is great news. Dan Swords is totally committed to Harlow. He has been the best Council leader in decades. The town is rising after decades of neglect.
Surprise, surprise.... no answer to Yvonne's post from the inestimable Scott Hegley. Does Reform UK in Harlow have any integrity or they just a band of grifters and chancers?
Personally I don't think Dan swords knows how to make all he's plans materialise because he has bulldozed most of what he suggested but hardly anything finished. He loves a hard hat & a camera amongst the demolition he makes happen but that's as far as it goes. Yes he has these plans in he's head but have we actually seen them happen & has it made s difference to people coming to Harlow! NO Promise promises from all parties but all with different ideas that never ever happen. No matter who gets in Harlow has gone down too far it's broken & it's going to take a miracle to see this town put together again. The Oyster card is not going to do that. If that's he's only campaign to keep Running Harlow & be Head Man of the council, well good luck to him because he'll need it but then I don't think Labour is up for it either. The voting is always between Labour & conservatives & neither will rebuild Harlow Town
Nice if it happens. For Yvonne and Mike I think it is fair to say Scott H of Reform should be called Scott of the Antarctic. This is because (a) it's location is nowhere in Harlow just like Scott, (b) it's outside most people's reality and (c) it was a poorly planned mission that failed miserably. A case of history repeating itself!
I have never voted Tory BUT thanks to Dan Swords administration Harlow is well and truly on the up and up, and he has earned the right to be supported at the ballot box. He has defied the cynics and delivered time and time again - M&S made me eat my hat. Yes, there is a lot of unfinished work - that's why we need Dan and his team to remain in control. If the pundits are right and Reform take a number of seats, at best they will be a busted flush like UKIP before them, at worst they could destabilise the long overdue progress being made in our town.
JR you need to go to Specsavers urgently, take a look at the work in Market Square, the Arts Quarter by the playhouse, new council housing at Staple Tye and in Potter Street, etc Harlow has never seen such regeneration. You need to get out more.
Paul yeah right think your the one that must go to Specsavers as you obviously go around with your eyes shut maybe your ears too.🤓
JR you are talking complete nonsense. No one has done so much to improve Harlow in decades. Do you actually live here? Who do you think could do a better job?
If you manage to do this plus get rid of the RAG TAG FLAGS Dan you'll definitely get my vote.
Why do we need it now we have contactless payment all the way to Harlow? Also, local government doesn't control oyster - it's TfL's so I don't see how he can influence that given Harlow is not in the London TfL zones system.
Paul yes I live here have done many years when the town was bustling with people from every corner & what I know & see maybe not how you see it so like I said my opinion & mine alone so stop keep batting back you stick to your opinion
This will be a massive benefit to Harlow and will be a massive achievement if pulled off. This is the first time in years I have confidence in someone from a party that puts his money where his mouth is who is doing amazing things for the Harlow people Fantastic and well done
Norma, we didnt all vote for Brexit. Food is more expensive, ordering is slower and comes with bonus fees, travelling is more hassle, roaming charges are back, small businesses are buried in paperwork, hospitality and farmers are short of workers, exports are down and fewer opportunities for young people. But apart from that, it made no difference.
Hi Scott Hegley, you old evasive rascal. How come you have time to post on YH Facebook page ( see below) but can't make your promised reply to Yvonne? Quote "More Tory gimmicks like opening night clubs, Scott Mills DJ’ing in the park (🫣) and bringing back the market. Nice as it all sounds, it’s fantasy and designed to fool peeps into voting Tory; votes Cllr Swords worked hard to cancel btw!" Unquote Scott you really are a slippery character and a right lying plonker. No one should trust you with their vote. Anyone considering voting Reform should know what a charlatan you are. You are a snake oil salesman.... correction, third rate snake oil salesman. You couldn't reach Dan's boots.
Scott Hegley is not only a liar but a total 🔔 end! A man with no honour as to his word.
I will probably vote Reform for the General Election, but I am sticking with Dan Swords for the locals. I have not been impressed with Reform locally as they don't really understand local government, and why rock the boat when the Captain knows the course. Looking at Reform's leaflets, they need to focus on the next General Election and let Dan Swords stick with Harlow. He is doing a great job and is the best for us locally.
Neither Labour or Reform has a clue as to how to run our town. Dan Swords and the local Conservatives are doing what nobody could or dared to do for decades. Let them continue to elevate our town. Voting for anybody else will only stop the progress.
Well to be fair this is a better promise than increasing the staffing team of Harlow Council to address fraud and abuse linked to council tenancies!!! Even if it just means going contactless I would be grateful.
Correct me if am wrong please, I thought people who used contactless paid the same price as an Oyster, so in reality, does this actually matter? It won't leave anyone better off it they already use contactless.
Dan Swords and his local team have brought pride back to the town have talked the talk and delivered in all my years in Harlow, no council has made so much visible difference.. i just really really hope folk get out there and back the team to deliver even more for this town Every vote really will help folks even if you've never vote before this one counts! .Harlow is no doubt on the up as far as im concerned the new underpass murals are simply sensational too thank you...and osyter card prices to London way over due for a commuter Town such as Harlow you 100% have my Backing Dan
He might as well promise world peace, there is no way this can happen. The Oyster system cannot have additional zones added and TfL are concentrating on Contactless now. We already have contactless payment in Harlow, so unless Harlow Council are proposing paying Greater Anglia to subsidise the fares, I don't see anything changing. They should focus more on transport within the town, there is no point adding M&S if there is no bus service to get there.
