Developer promises communication over plans for 700 homes on edge of Harlow

THE chairman of the developer behind proposals for a Garden Village-type development in North Weald has promised to listen to local people and incorporate their views in the planning application.

Quinn Estates chairman Mark Quinn told parish councillors last night: “I want to create something that you and I can be proud of.”

Quinn Estates is about to launch full public consultation over plans for up to 700 homes on the North Weald Golf Club site off Rayley Lane​.

Quinn Estates describes its ‘North Weald Park’ proposals as a “once in a generation opportunity to create a mixed use development with an incredible sporting and education legacy for Essex and Epping Forest district”.

Some​ 100 acres are included in the project which proposes private and affordable housing (40 per cent of the total number of properties), a new home for North Weald Scouts as well as facilities for other local sporting clubs – Epping Youth Football Club and United Karate Association – in addition to a potential education hub and 18.5-hectare country park.

The site also has potential for a primary and grammar / specialist secondary school, medical facilities – such as a GP surgery – and retail outlets.

Mr Quinn said: “I’m not going to come in here and tell people what I’m going to do. We want to listen. It’s up to you (the council) to come back and say what you want.

“All I want to do is get the best scheme possible for North Weald Bassett. I need you to tell me what you want.”

Mr Quinn added: “I love the scheme because I like schemes that make sense. We’re taking a site that’s not viable in its previous use (as a golf course).

“Thousands of children will benefit from the sporting facilities, there’s a new scout hall. We’ve already starting (to get comments) and want to hear more.

“Help us. I want to create something that you and I can be proud of. I will do what I say. I will do everything I can not to let you down.

“Consultation is massively important to us. The more people we get involved and tell us what they want, the better the scheme we can achieve.”
