Over £1.5 million to be spent to clean up Fern Hill travellers site

MORE than £1.5m is being earmarked to clear up a patch of land on a travellers site in Harlow – described as “dangerous” due to commercial scale fly tipping reports the Local Democracy Reporter.

Essex County Council, which owns and manages the Fern Hill Lane residential traveller site in Harlow has said a “huge volume” of fly tipped waste which has been unlawfully tipped is creating health and safety risks to existing residents and visitors to the site.

The site, off Commonside Road, was built with 23 pitches but has suffered from anti-social behaviour, organised crime, commercial scale fly tipping and fires.

The site was refurbished in 2017 with funding from the Homes and Communities Agency but that has not served to improve things, the county council said.

There are now only six pitches which are lawfully occupied. The remainder of the site has been degraded to such an extent that it is “dangerous, uninhabitable, and new licences are not being granted”.

Essex County Council has said the site cannot be closed because of the residents there now. Although work to address the problem of flytipping has had some successes, the ongoing fly-tipping and identification of those responsible is “problematic, the council said.

It adds there is now a huge volume of fly tipped waste which has been unlawfully tipped on the site and that is creating health and safety risks to existing residents and visitors to the site. This leaves the council at risk of action under legislation including the Public Health Act.

When I was a boy, I shared a bedroom with my brothers and it was always a mess as that’s what young boys do. Our parents were always telling us to clean up the mess but we did not listen, so sometimes my mother would clean up a mess but she was not happy about this. In the end my father stopped our pocket money until we started to keep the room tidy. The next day the room was spotless and stayed that way forever more.

What makes the council think once it’s all nice and clean it’s not going to happen again, and surely the people that live there wouldn’t just let other people fly tip without reporting it?

Why spend that sort of money to clear it up when it was probably created by residents on the site, leave it till they have all gone and then build homes for people who may have more respect for the environment, it has been nothing but trouble for donkeys years.

The Council were obviously aware of who was on that site therefore they should pursue the criminals through the courts for the cost of cleaning the site and if necessary seize there assets, people need to understand they simply can't flout the law and expect taxpayers to pick up the costs.

£1.5 million to move a truck of stuff, that's some overinflated pricing if ever I've seen it. Would basically take 4-5 fellas not even a week to move it. Say 3 days, 4 labourers, and 1 driver who can also work @ £20 an hour = 8 x 20 x 3 = £4800, so less than £5k.

Taxation without representation and public spending without representation is killing the UK. Why on earth spend the money just for it to end up going back to how it was. If people don't take care of their surroundings and make it a hazard to people (themselves) that's on them. The government shouldn't have to hold your hand and guide you to not be a messy b*stard. What an absolute waste of money. Start fining them for the fly tipping and if that doesn't work then shut down the site in it's entirety.

How much ! What a waste of money but that seems to be what happens nowadays. Unfortunately that site has been a complete disaster for years and years. I wonder how much tax and NI goes into the system from that site to contribute to the cleanup ? As mentioned I do also wonder who might be fly tipping here !

Why waste a massive amount of money on people who don't pay their taxes, yet we can't get simple repairs of roads, or council houses and flats that are in disrepair. Council seriously needs to think about what they spend their money on and make better choices, like not buying apartments that are sinking by train station.

2017 they spent over £600k refurbishing the site which was wrecked again in no time. Those living there know their kin, if not they themselves made this mess so why should I pay for the clean up. Make or allow this shite, best live in it!

The people of Harlow have had more than enough of these vile people. They do not want to contribute to society or the government coffers so why should we clear up their filthy mess. These people are a blight on the national landscape and should be permanently removed and barred from entering the UK again.

Agree with all the comments above. Why should tax payers money be used to clean up unlawfully dumped waste which is obviously dumped by the travellers. Anyone else coming on their land would be chased out in five minutes. The Council should recover the money spent from the travellers and if they won’t pay which of course they won’t the site should be closed for health reasons.

Agree a complete waste of money if the people who live there don't respect it they should get evicted. I'm also sure they never pay any tax yet they wonder why people are prejudiced against them... And it does sound like an awful lot of money which could be better spent...

Clear site of rubbish...put a barrier across road with a code for residents only. Maybe put a camera on it...if it gets messy again then culprits will be identified.

Essex County Council should be held responsible as they mange it, Why should we pay £1.5m.This needs to be investigated by our MP. They are responsible for the road that cost£1.5m that is now closed.They are in competant. They seem unaccountable and love spending what is in affect is OUR money. In short No let's not spend the money.

It really is about time this site was closed down, Essex County Council are unable to get the staff to manage due to the fear and this site is a magnet for much of the crime in and around Harlow. Constant black smoke from burning stolen items to clear evidence. Even the police won’t enter without a riot squad to back them up. If there are only 6 families left there officially, they should be issued with an eviction order and Epping council should offer the accommodation.

Photo doesn't do justice. Much more fly tipping further down by Gibb Croft. Think some "travellers" also live there. Always been ASB associated with "travellers " site. Essex CC spent huge amount of money resurfacing Fern Hill Lane a few years ago as road surface badly damaged by the frequent burning of stolen vehicles. One vehicle, a box van, stolen from Lodge Hall nearby. One or more times a month, a police helicopter circling overhead. Quad bikes racing through Lodge Hall up to a year ago, wonder what happened? No information from local councillors or police. Watch what happens when building starts on Latton Priory!
