Hundreds raise objections to plans to close off part of London Road near Newhall

OVER six hundred Newhall and Church Langley residents have raised their objections to a proposals to close off a section of London Road to traffic.
The section in question is between the Co-Op in Newhall and the Fawbert and Barnard roundabout.

The application can be found on the Harlow Council planning portal. Search for HW/FUL/25/00333

The application looks to create what is called a Busgate.
A dedicated Facebook page called #DontCloseOLR has been set up.
This application may well go before the Harlow Council planning committee however, no date has been set as yet.
Here are just a selection of the objections:
Objection
– Traffic Impact: A bus gate will displace significant volumes of traffic onto surrounding residential roads, increasing congestion and accident risk.
– Highway Safety: Diversion of traffic will reduce emergency service response times and create unsafe conditions for pedestrians and cyclists.
– Accessibility: Reduced access for residents, carers, and deliveries will particularly affect elderly and disabled people.
– Economic Harm: Businesses will lose customers and face increased delivery costs due to restricted access.
– Environmental Impact: Diversion routes will increase vehicle mileage, emissions, and noise, worsening local air quality.
– Consultation: Many residents directly affected have not been notified, meaning consultation is inadequate and contrary to fair process.
For these reasons I ask Harlow Council to refuse the application.
Objection
I object to this bus gate as the main route in out and out of Church Langley is the A414 – and where there are any incidents affecting the M11 this road is severely compromised and London Road is our only route out and home.
Just to clarify some confusion / questions I have been receiving – London Road will be closed off in BOTH directions under these plans. You will not be able to drive from Newhall / Church Langley, down London Road to Old Harlow, or vice versa. Your only option is to go around the sports field / David Lloyd via the A414.
If you are leaving the car park of Mark Hall Sports centre you will have to turn left towards Old Harlow. If you are leaving Kennels Lane you will have to turn left towards Church Langley.

Objection
Mark Hall Academy was rebuilt in 2020 at considerable expense, and has since provide considerable benefit to Harlow and the Villages – particularly in light of the developments at Church Langley, Newhall and Gilden Park.
The school has increased its student population by 50% in the past 5 years, with the vast majority arriving at school on foot, bike or public transport. That said, the catchment area has also increased; necessitating some parents to drive to school – requiring access via London Road to the safest and most convenient point (Mark Hall Academy Sports Centre).
The school is a huge asset to the town, recognised in Parliament by both sides of the house for its work with all young people: particularly those with additional education, pastoral and caring needs (as demanded by central government) – access to the school via London Road is vital.
Children’s welfare has to be the prime consideration in any planning application. Whilst the school and BMAT support carbon-neutrality, public transport and congestion-free highways, we note that the previously-agreed traffic-calming measures have not be installed, let alone assessed for effectiveness, and the pledged public transport connections (which would need to be free & very frequent for students) have not been commissioned.
We feel that these considerations have not been properly addressed, alternatives to the significant congestion created from the new M11 junction explored, and with the poorly-planned past provision being adapted to tether the developer to an out-of-date vision for the ‘best use’ of London Road which fails the needs of the young people of Harlow.
Students who do not live within walking distance or need to be taken to school due to special educational needs, disabilities etc and are driven to school will now need to drive the alternate route and we believe this will lead to increased congestion on the London Road Roundabout and the adjacent roads leading to Old Harlow and the M11
School staff will no doubt experience increased congestion when coming from any direction to Mark Hall Academy, the A414 and London Road roundabouts are already congested and slow at peak times which will have an affect on journey times and put pressure on already stretched staff.
Staff and students trying to come into the main visitors car park will cause a longer queue back up to London Road roundabout.
We believe this change will mean parents drop their children off on the main road at the front of the school causing even more congestion. This also poses an increased risk of injury to students from passing cars and bikes etc
This may result in increased usage of the subway which has to be covered by staff at key times to protect the wellbeing and safety of our students
We believe this change may result in parents choosing alternative schools that are safer for their children to travel to which will put considerable strain on other areas of Harlow.
We have an increasing population. We should be making it easier for traffic flow not harder. If we are growing our population we need to grow our infrastructure to meet the increase demand. Stop the ideology and get back to some pragmatism
This would benefit those of us living in old Harlow, I have to time coming in and out because the Fawbert & Barnard roundabout is often gridlocked. The amount of road rage I hear daily from my house is horrendous. They also need to install speed cameras as at weekends and nighttime the road is used as a speed track. Something needs urgently doing.
Can someone please explain why it needs to be closed off to all except busses. It works well now.
There are never any busses going up and down there. This is just a continuation of what the Essex CC tried to do a few years ago. They never stop until they get there way, my advice is if they bring this in just ignore it, Essex county council is illegitimate anyway as there where no elections while they work out how to rig it to keep reform out. We are governed by idiots in all parties I have no idea why we tolerate them
What they need to do is turn that cross section into a roundabout. When you have traffic form left and right, and going straight on from both sides, nobody knows who right or way it is.
They'll fix it so it looks as if nobody objected, just lining their own pockets.
NB, I doubt will make little difference on that roundabout as people are going that way to use the new slip road to the M11. Just means they'd have to come the long way round.
I believe a Busgate would generate a huge cash cow. I got caught in a bus gate near North Middx.Enfield costing £130 It has earnt the Council £8 million in less than 2 years

Good can keep going the way we are going in Harlow .
Don't worry about shutting off OLR. Use the money to permanently repair the potholes.
Brenda - no one ever aspired to a better bicycle. Even the communist worlds of USSR and China everyone wanted a car as they are freedom. The same reason the gov and econ loons hate them.
The traffic modelling for the ill-conceived M11 junction and spine road splitting Old Harlow was based on London Road being closed. The M11 junction has caused traffic chaos and lengthened journeys into and across the town - I guess closing the road will lessen the congestion at that particular spot for a short while - Soon enough though, the pollution levels will be back up and the kids at Fawbert & Barnard's will be breathing in unacceptable levels of exhaust fumes as usual. Essex works in strange ways as at the other end of the old town they’ve just spent millions opening up a link to Riverway and called that ‘sustainable’.
Nobody talking about the rather ridiculous fact that they want a bus gate, but there are no buses down London Road! Madness.
The promontories already in place cause chaos and gridlock each morning with problems around right of way. Rather than block it altogether for scarce buses, sending more traffic to the A414, would it not be better to replace the promontories with speed humps and a 20mph limit to improve traffic flow while controlling speed? Much as nut-zero fanatics might dream of a car-free utopia, residents rely on the freedom their cars provide.
Ridiculous proposal !! If anyone who needs to use London road will attest, the increased traffic on the already busy A414 and church langley way is unacceptable. Imagine if you have just brought a house on kennels lane and now will have a 20 minute morning detour !! I'm sure the new David lloyd gym and the much heralded Harlow business zone are looking forward to their employees and members being majorly impacted as ECC certainly have not taken into account residents concerns
Nobody listened when thousands signed a petittion objecting to the Stort River crossing development or the 1000 who objected to the building of 1000+ homes on the Green Belt on Harlow's southern border. I fully expect councillors to take the "we know whats best for you attitude" yet again. And members of the Labour and Conservative Party wonder why Reform are sweeping the country.
It will take hours getting out of Newhall in the morning to get to work, what a stupid idea
Imagine trying to get new business's to Kao park but then telling them there is a no access road leading towards and from Kao Park for invisible buses.

I was born and bread in old Harlow and been up and down that road when it was fields, and now your saying I won’t be able to use that road ridiculous!!!! 😡
