Harlow Reform councillor quizzes council over finances

THE REFORM councillor for Mark Hall has asked the leader of Harlow Council a number of questions on their finances.

Councillor Paul Jago asked the questions at the council meeting on September 18th.

So, with the Harlow Growth Board (HGB) having not met since September 2024 and no minutes of its three meetings being publicly available at that, can the Council leadership tell the public how the oversight of the range of projects is conducted, and by whom? Is there any intention to update the HGBstakeholders in the near future?

Reply from Councillor Dan Swords (Leader of the Council):

All financial performance is reported to Cabinet each month, and monitored by Cabinet, the Executive Management Team and our specialist construction and development advisors. Minutes are published for all Cabinet meetings. There is of course, further internal meetings on an even more regular basis.

For the avoidance of doubt, the Harlow Growth Board is a multi-agency steering group that has had an input into the requirements of various Government funded bids but has neither responsibility nor authority for their delivery.

We are constantly engaging with relevant stakeholders and residents.

Secondly, can the Council Leadership provide an update to the financial performance of the various projects in terms of budget, spend to date, effects of inflation since the original 2020 costings, contingency planning and gearing on each of the projects and the Council’s potential exposure to costs to which the District may fall liable?

As previously mentioned, the council has in place a robust programme management approach in delivery of the largest regeneration programme in the country. Through the Building Harlow’s Future delivery plan, the council monitors all aspects of delivery closely. Furthermore, Cabinet last week endorsed the regeneration programme and an approach to streamline and speed up delivery, protecting projects from external influences that could cause delay.

All financial performance is reported to Cabinet each month, and monitored by Cabinet, the Executive Management Team and our specialist construction and development advisors.

All regeneration schemes are within the budget framework with none exceeding that and as I say, are subject to rigorous monitoring and scrutiny.

Dan still playing words over answers I see. I would love Harlow council to be audited by a specialist financial auditor because I feel Dans avoidance causes concerns, Even more so when works bring down buildings or purchased but then works stop. It feels like money from multiple projects is being moved around rather than be used on the projects they were allocated for?

We have a Harlow Growth Board - who is on it. I would wager it will be anyone but those who create businesses and jobs in the town

Doing a grand job? He's been invisible. And the same problems remain in Mark Hall North, cars parking on the grass (the previous councillor put up signs and they continue to be ignored), the pub goers leave cigarette butts everywhere and they end up down the road in the school, the raw sewage continues to spill down the cycle track. That's just a couple of the glaring issues. The flags looks nice so I guess there is that.

Dennis, parking is a long standing issue created by the fact that the town was designed for one car between 2 properties. It has been a problem for 50-60 years - what were you expecting Paul to do in 4 months? Furthermore the majority of highways issues are County, not District. Labour stopped our County Election in May! You also want to blame him for cigarette butts in pubs? That's part of the Pubs licence agreement. You may notice that the Harlow Skipper is currently shut awaiting a new licencee! Raw sewage? That's not a District issue either - that's County again, as is keeping the majority of gullys clean. Have you tried asking Paul to raise these issues? Or are you just a Labour supporter attacking a guy whose heart is in the right place and wants to serve his Community? Perhaps you could try standing yourself if you think you can do a better job! Perhaps come see Paul at his next surgery! Look forward to seeing you and helping you get your issues sorted. @ Mark Gough. The real issue with parking is the vast numbers of commercial vans, dropsides and even 7-tonners- commercial vehicles clogging up residential areas. Yes, I live in Mark Hall and happy to prove my point.

Dennis - Paul's attendance record at council meeting is excellent (check some of Labour's councillors if you want to see the other side of it), has just held his first surgery Wednesday last week (in the 'Safe to Go' hub which has sent the other two Labour ward councillors scrambling to catch up and suddenly offer surgeries from there too!), has approached the County Council about potholes in the Stow shopping precinct, is helping multiple residents with their concerns, proudly attended the recent VJ commemoration and on and on. @ScottH @MarkGough If all these are managed by the county, what's the point of counsillors? Will he at least be removing the flags that make the area tatty, if not now then at leastbwhen they are worn and ripped? At the expense of the local of course whose council tax will be needed to clear them up
