Plans to ban stopping on two roads in Harlow due to concerns around delays to bus journeys and children’s safety sparks backlash from residents

PLANS to ban stopping at any time along a road in Harlow due to concerns around delays to bus journeys and children’s safety has sparked a backlash from residents – some of whom say the prospect of being unable to park their cars outside their homes is impacting their mental health reports the Local Democracy Reporter.

Essex County Council has argued the Minchen Road and Maddox Road area of Harlow has increasingly become a problem area for general access. It wants to reintroduce bus services that were withdrawn because of the delays buses met due to parking.
It adds that car parking around junctions also hinders the visibility of children using the footways and increases the potential for accidents.

But the plans for the introduction of red route markings, extended junction protection, speed hump protection zones and larger bus cages have been met with concerns that a significant number of already limited parking spaces would be removed.
Many residents have highlighted that properties lack off-street parking, and that historic redevelopment such as former garage sites has already reduced parking availability.
Some objectors fear that displaced parking would spread onto pavements, verges, side streets and grassed areas, creating new safety issues, neighbourhood conflict and environmental damage.
Some objectors expressed distress, anxiety and concern about the effect on their independence, especially those with medical needs. Others fear disputes resulting from displaced parking, impacts on community cohesion, or increased tension between residents.
One resident commenting on the Minchen Road plans said residents who do not drive will have problems with deliveries and visitors.
They added: “We are all for improvements but not at the expense of our own wellbeing. This will have huge implications for both my wife and me and is already causing great distress on our mental health and feel this will have huge impact on our freedom of passage.”
Another said: “The idea that we should be expected to park further from our homes, in poorly lit and unsafe areas, is not only unrealistic — it is dangerous.
“There is already a growing problem with anti-social behaviour, theft, and intimidation in this area. Forcing residents to walk longer distances in the dark is an invitation for crime and personal harm.”
They added: “When I purchased my property, the availability of street parking was a critical factor. Your proposed restrictions will devalue my home, reduce its future potential, and directly impact my daily life. None of this has been properly considered. The wider impact on safety, crime, mental wellbeing, and even property value has been completely ignored.”
Another said: “Should this go ahead can you tell me where we are supposed to park our cars, are you going to provide drop kerbs free of charge? Why is it always the residents that get punished for other people’s consequences. We have lived here for nearly 37 years, this implementation would be a disgrace, and would incur more problems than it would solve.”
A statement from the council said: “Whilst this proposed scheme will dislodge some parking, which may inconvenience some residents, all the objectors have been advised of the Highway Law “the carriageway is to pass and repass”, which means that no member of public has an automatic right to park on the public highway including outside their own property, even if they have had the privilege for many years. Essex County Council have no responsibility to provide parking. Objectors have also been reminded that they should not be parked on junctions, in line with the Highway Code.”
The proposal seeks to improve safety and support the re-introduction of a commercially operated daytime bus service that was withdrawn due to delays of bus journeys.
It adds: “The proposal now brings in several opportunities for vehicles to pullover to let oncoming vehicles pass. The unpredictability within the bus schedule previously caused initially a reduction in service and then ultimately withdrawal as the nature of the disruption made planning a reliable timetable difficult.
“The withdrawal of the service impacted residents however the implementation of the proposals, as set out in this report, can reduce the unpredictability in the bus service and allow a bus service to operate.
“The restrictions will emphasise to local residents that there are sections of the public highway where they must not park, as lain down within the Highway Code– these include at the mouths of junctions, at bus stop clearways and alongside speed management features.”
Let’s get somethings corrected, the bus service was at the time of termination was operated by Arriva using large very old buses that spewed diesel smoke and over revved as they attempted to climb over speed bumps to break the advisory 20mph speed limit. The original bus service that residents were ok with was BUZZ Buses, remember them? They operated small buses, not much bigger than a van. There is currently a bus service operating upon Minchen Road using a small bus and Arriva operating on Momples Road, how big is this bus going to be using Minchen Road and how bad are the drivers Arriva employ as the bus parking bays are enormous now and Conservative-run Essex County Council want to increase the size. I can see that Arriva want to take over the route from the smaller bus operator rather than use a smaller bus themselves, if they did there would not be a need to lengthen any bus parking bays. If Conservative-run Essex County Council were any good at their jobs they would not have put a bus stop (two car lengths) from the junction of Howard Way, blocking traffic on Howard Way. If Conservative-run Essex County Council were any good at their jobs they would have made the 20mph mandatory, meaning police could issue speeding fines. Unfortunately, they are not any good, so the whole Stow area is surrounded by 30mph only dropping to an advisory 20mph by the library. Quite recently Conservative-run Essex County Council have replaced speed humps, and again Conservative-run Essex County Council seem to be quite useless or stuck in the past where people were driving a Morris Minor or Austin A40 Farina with very a smaller wheel base NOT today’s cars and vans with wide wheel base that just glide over the newly laid by Conservative-run Essex County Council speed humps. If they need more education on speed humps, they should pay a visit to Harlow’s Sainsburys, where they have new wide speed humps designed for today’s cars and vans. As to Conservative-run Harlow council stating, “The proposal now brings in several opportunities for vehicles to pullover to let oncoming vehicles pass”. I travel up and down Minchen Road and Momples Road on a very regular basis, I find the statement by Conservative-run Harlow is surprisingly ill informed, as they are more local, they would know that this happens on a very regular basis. The Conservative-run Harlow Council spokesperson neglected to mention that when building the six new Harlow Council homes on Woodleys Garages, Minchen Road, that their builders they parked half on the pavement, with cars parked opposite it reduced space for any bus to pass, certainly not a driver of Arriva buses calaber.
So where do think 30to40 cars are going to park the side streets are already congested and causing arguments among residents. Essex County Council really haven't got a clue about the area and the problem of parking.
Minchen road is horrendous for crossing. Vans of all sizes parked along the road. Cars parked with no thought to pedestrians or other car users. Every time you cross the road you risk getting hit by a car as the clear vision is blocked by the cars parked along there. There’s cars on pavements. An electric car is now being charged through a house window with the wire passing over the pavement. Cars parked on blind bends. It’s a death trap at the speed cars fly down there. It’s unsafe and something needs to be done immediately before someone is killed. Why are no front gardens made into driveways along the middle of minchen road to alleviate the problem of parking? It’s worse on a Sunday when every man and his dog uses Blackbush common room for worship. It also seems that households from Blackbush springs, the back of vicarage wood and tunmeade are using minchen road to park their cars. So maybe car park spaces need to be sorted in these areas to alleviate the problems on minchen road?
Harlow roads were built to narrow and projections from the plans for Harlow back in the 40`s apparently surmised that every other home would have one car by the year 2000. The whole town is becoming a parking lot, cars on pavements, cars on grass verges, cars on blind bends. There is no solution, it`s chaos and it will get worse.
As usual the people who want this ban don't live in harlow, parking is horrendous everywhere in harlow as it is, that's what you get with massively increasing population and it will only get worse , how long before we are joined with epping.
Put in the parking spaces first and then consider whether the road needs red routing.To expect people living here to adapt suddenly with no parking in place is tantamount to bullying from the council.Wonder whether the councillor responsible for the above statement would like a red line outside their house.I doubt it.Red route equals no deliveries,no tradespeople will want to work these areas.Yes there is no implied right to park on the highway but the person responsible for the above statement needs a lesson in sensitivity.That said there are too many cars full stop.

Unitary Merger cant come quick enough, get this meddling bunch of so called planners out of our district. Look at the A414 40 mph WITH camera`s, why not just have camera`s in and monitor. Supposedly a dangerous road!!! its not the road that`s dangerous, its the idiots that use them.
Commercial vehicles are a large part of the problem where I am. Numerous cars and vans, and sometimes larger vehicles and regularly a few liveried HTS, Toyal Mail and HTS vehicles, presumably being driven home in lieu of employees driving their own cars to work (so now 2 vehicles are parked)

CLG Yes there is inconsiderate parking in some off the corners in minchin road especially the black fiat. but has Essex or Harlow Council ever done anything about it. as for blackbush spring Hall it is United reform Church and most off the people that use it are not from blackbush spring or vicarage Wood. did Harlow Council concult with residents before they rented it to them. no they did not we in minchin road fort hard to get the road resurfaced about 3 years ago and the road surface is in good shape unlike momples road which was only resurfaced about six months ago. and as far as l am aware the new mini bus that comes down now has not had any problems unless as Tony B said with the builders when working for Harlow Council. The old coaches from ariva were to big to come down this road and they did speed down it every now and again. I have lived in the area for over 30 years cars have always speed down this road even now it is 20 Mph at least you could here them years ago. if Essex highways want a red route then they should offer to pay for dropped kerbs. have you seen how much they want you to pay for a dropped kerb now. and it's Just not in our budget at the moment. and yes my wife has mobility issues and can't do without her car but can't get the benefit to be able to have a disability parking space. so yes l do think Essex Council are short sighted and only want to apise the bus company
Gary the road survives are dangerous you only have to go out to M11even when they do fix them they only last 5 mins because they do not resurface all off the road only patch it up. and if you come off the M11 Juct 7 from London inside lane how long have those pot holes been there l slow down to a crawl and my wife still feels the pain through her body. and yes with the so called inproments in driving test people just don't give a shit anymore they are in to much off a hurry 😮💨😒
l walk with a stick and have nearly got run over a few times on Minchen Road due to the Parking when crossing its so dangerous and as for crossing at the Library Corner !Cars speed round there especially when taking kids to School and Cars are parked there so you cant see whats coming up the road from the School that needs Sorting out !
Something needs to change on minchen road and MUST before someone is killed. However, before sticking red lines in this area things NEED to be put in place first. 1) Speed bumps that actually make people slow down instead of the pathetic bumps that cars just glide over and make no difference to their speed. 2) Allow residents on Minchen Road to use their fronts as driveways to help with parking issues. This would potentially free up 30 cars parking on minchen road. 3) Create more parking spaces for the residents in Blackbush Spring, Vicarage wood and Tunmeade alleviating the need for people to park on minchen road. 4) Maybe a zebra crossing near the park will encourage a lower speed and help pedestrians cross safely. 5) Do something about the bend where Dorries is. Cars park all along that road when there’s a free car park right next door!! Park and walk 30 seconds to the stow shops! 6) Regular enforcement officers to ensure penalties are given out for poor parking and cars obstructing the pathways. Does Minchen Road really need a large bus service? The small bus that travels through is fine and there’s only ever one or 2 people on it anyway. By sticking red lines down you are only moving the parking issue to another area and not solving anything.
Makes me really angry that Essex take notice of only what they want to and if it benefits them!! We have an area where the junctions are always parked on and Manston road is constantly blocked with cars and vans at all times but no one will do anything. A BMW was literally parked with its arse in the junction but its not a problem unless Essex Council want to quote the highway code in their favour!!!! We have a path in The Downs that is constantly parked on blocking wheelchairs getting into town but once again it doesn't matter because they dont deal with that . Apparently the police do but the police say the council do. Laws only come into force when highways or Essex need them to put in plans!!!
CLG now we are in argreament. did you know the church applied for planning permission to extend the hall and with that they wanted to have parking spaces. this l objected to. so why can't Harlow Council turn that into parking so the residents can park their. There will still be inconsiderate parking because people don't care about the highway code or don't know 🤔 do you know the traffic wardens say they can't do anything about people parking on kerbs. the police come down minchen road regularly but do not in force poor parking because off paperwork. and more than 1 occasion they park there cars by the hall not leaving enough view for the traffic coming out the side road so they need to lead by example. the council can make a fortune if they adopt the same parking rules for parking up kerbs as London. yes something needs to be done but as l said when l objected to this don't take the easy option stop using a sledge hammer to opise the bus company 😡😡😡

I would advise Essex County Highways to stop and think again before they go ahead with their plans. Firstly, have they contacted Essex Police and advised them of their plans? If so, what plans have Essex police put in place? Removing parked cars will make it easier to speed on Momples Road and Minchen Road. The “NEW SPEEDHUMPS” provided at great taxpayers’ expense by Conservative-run Essex County Highways are a TOTAL WASTE OF MONEY. They are low and narrow. Any modern car or van can just speed over them. Momples Road, once the parked cars are removed it might encourage more drivers from the queue on First Avenue / M11 Junction 7a, to use Momples Road as a short cut to Howard Way, then it gives the driver a choice, join the shorter queue on Second Avenue, or cross over Howard Way to Maddox Road then use Manston Road to join an even shorter queue on Second Avenue, or continue on Maddox Road and come back out onto First Avenue avoiding hold ups at The Stow roundabout. This will have an especially significant impact in the future, as Conservative-run Essex County Highways have already got planning to convert The Stow roundabout to match the ones at Harlow Town Centre and Harlow Town Station, a Strategic Transport Corridor with traffic lights on a roundabout. We are often told by the Labour Government that Community matters, even offering the Conservative-run Harlow Council £20 million pounds for Community projects. But Conservative-run Essex County Highways seems to be bending over backwards to accommodate ARIVA BUSES, a German Government-owned company, to the detriment of the Harlow local community. Residents across The Stow need to consider the implications of the Conservatives' actions for German-owned ARIVA BUSES. It will not just have an impact on Minchen Road and Momples Road but also Tunnmeade, Quary Springs, Pennymead, Harefield, Lady Shot, Latton Hall Close, Felmongers, Churchfield, Cooks Spinney, Orchard Croft, Sewell Harris Close, Blackbush Spring, and Vicarage Wood. As 60 to 80 cars and vans try to find somewhere to park. They could be parked outside your door when you come home. The man representing t the Stow area at County Hall was also instrumental at Harlow Council for the demolition of Woodleys garages. His name is Mike Garnett, at the Conservative, Essex County Council, [email protected] . At the Conservative, Harlow council, Chair of Development Management Committee, [email protected] Oh, did I mention we pay him at Essex County Council £14,471.04 per year minimum, plus extra expenses for parking, petrol, phone, and other expenses. He lives in Old Harlow and represents Old Harlow on Harlow Council. People have elected him to represent them in the Stow area of “Harlow North” many times, but I cannot recall anything he has done for them. I can see that he has done nothing for the residents of Momples Road and Minchen Road; he has not persuaded Essex County Council to pay for dropping the curbs on any of the affected roads. When they come round in election time, I know exactly where they can stick their Conservative leaflets. (sideways)
As a community we need to come together to get these proposals rejected and get something else sorted. It’s not helping anyone to just stick red lines downs to help buses!! About 5 people use the bus and the small bus that is currently being used is fine. The parking however, is an issue for several reasons. And red lines will just make it worse. I have heard that the council will not allow drop kerbs and front parking along part of Minchen Road. Although I’m not sure of their reasons? It IS unsafe for pedestrians to use Minchen Road, there is no question about this. It is impossible to see oncoming traffic when crossing due to the amount of cars blocking vision to cross safely. It’s impossible to get out of side streets due to cars being parked on bends, impossible to walk on the path due to cars half parked on paths and electric vehicles being charged across the path. If these cars were able to be parked on their front gardens then it allows them to have their cars in front of their homes still and parked safely for pedestrians to cross and stops parking along Minchen Road. Putting proper speed bumps on will reduce speeds too. Getting parking spaces for the side streets will help these residents too. If anyone in the area is happy to take the lead to fight this proposal and suggest other options, I for one am happy to hear suggestions and welcome any door to door correspondence or letters to get something sorted. Yes parking along Minchen Road needs to be sorted as it is becoming a death trap. But the council need to be working with the residents to hear what their needs are (for pedestrians and car owners) and not just the needs of a bus company!!
Saarah There are 3 HTS vans that park in my area. Way too big they are too !! Two of them back to back takes up enough space for 3 cars.
Suggestion for Arriva buses. The #8 bus. Restore it so that daytime it runs2 per hour like it used to and an all day service , not stopping for 3 or 4 hrs from 3.30pm. Use the smaller minibus type of vehicle. More people would use this service and also it would be able to navigate the roads easier.

In Tunnmeade the Labour run Harlow council decided to drop the curbs inside the estate because parking began to spread out of the estate. It was called the "Steps Programe".
Unsure of which council. I spoke with a resident and asked if they knew why there is a huge chunk of Minchen Road where houses on vicarage wood side and Blackbush spring side have never made their fronts into driveways (even though most have ample room). Not a single house from just passed Ashlyns care home all the way to tunmeade have a driveway. Was told people had tried for years and the council said no. Unsure of any reasons. Have never heard of the steps programme. But what a fantastic idea!! This should be brought back! Especially where most households now have at least one or two cars per family. (Which also proves that buses just aren’t being used like they used to and there is no need for these huge buses any more).

Years ago probably about 20 if not longer residents in michen road was offered dropped kerbs by Harlow Council for a price. the residents on my side off the road opposite black bush spring Hall decided it would cause more problems and the parking was not such a big problem. l did not want my car parked right out my front window as my children were not very old at the time and l did not want the fire risk. then they gave permission for 115 vicarage Wood to h as have a drive but the resident off 114 said it was not a problem but needed access to his back gate. so the kerb was dropped but as this is a rental with multiple occupancy the landlord does not tell them not to block the access for 114 and this has caused so much problems because when someone uses it they block 114 access because they don't know or don't care. so do l regret going along with my neighbour as they have all died or moved on but l do believe if we had all gone a long with it at the time minchin road would now be residents parking only and we would be paying a fortune to park in minchin road.
Tony S if the council allowed you to drop your kerb now so you could park in front of your house would this make your life and your wife’s life easier? Instead of the red lines they are proposing to put in place? I don’t think it’s a case any more of “does something need to be done”. The council are saying something needs to be done and fair play as it is such a dangerous road. I think before it gets to the point of red lines etc residents need to put in their own proposal that makes the parking better for them and the road safer for everyone.
CLG yes l would have it done now. things have changed my daughters are grown up and don't live at home. (l still don't like the fact my car will be by my front window but we will have to live with that) but also the point l am making is Harlow did this step program then. why can't Harlow Council get involved now. because if Essex Council get away with this. how many more roads in Harlow are going to be turned into red routes. don't they have a duty to Harlow residents. (may be the should think about it with local elections coming up) and permission has been granted for my neighbour to have a drop kerb but they have been quoted around £3500 which will have probably gone up because of Trump and the middle East problem. as l said we don't have that budget at the moment
I agree, the step programme should come back. If the council want these big buses in so badly then they should be helping residents with the cost of dropping the kerbs. The road will hopefully also become a safer place for all once the cars are off the roads and pavements. As you said with elections coming up which party will be helping residents lives instead of making them worse.
CLG even if the council give us dropped kerbs. l want to make it clear l am still against having large buses down minchin road unless they agree to reservice it every 2 years or it will just become a road full off pot holes back to the concrete like before. and the council do not repair them because they are not deep enough. which was how it was before it was reserviced which was a danger to everyones health. 😡😡😡
