Dispersal Order put in place over plans for car meet in Harlow

A DISPERSAL order was in force in Harlow as part of a policing response to a large car meet event.

This order was in place between 00.01am and 6am on Saturday 7 December.

Orders like these are designed to protect the local community from potentially reckless or dangerous driving, as well as further anti-social behaviour from some drivers at these unlicenced events.

The area covered by the order included the district of Harlow as defined on the map including River Way, Church Langley, Old Harlow and Harlow Town Centre and Gilden Way.

Officers were patrolling the area whilst this dispersal order is in place.

Dispersal orders are used in a considered and proportionate way, to make sure they allow the public to go about their daily lives whilst targeting those who plan to use our roads anti-socially.

Police will not tolerate dangerous driving in any part of Harlow, or Essex more widely, and will enforce road traffic legislation.

Need to stop these stupid people with these loud exhausts going backwards & forwards night & day too. There is one in our street & she's in & out all day reving up her car with this exhaust & it grate's on us. At night it makes you jump out of sleep & that's with all windows shut. Surely there's a law to these exhausts & the noise or to the piece of equipment fitted to their cars, if it was a hole in the exhaust it was a pull from police now they get away with it as police don't seem to care but us public do.

Under r.97 of the Road Vehicles (Construction and Use) Regs 1986 it is an offence for a person to use a motor vehicle in such a manner as to cause any excessive noise which could be avoided by the exercise of reasonable care by the driver. The permitted noise levels for cars used on a public road is limited to 74 dB(A), although many vehicles produce lower levels than this. Off-road vehicles are allowed to be 1 dB(A) louder, as are direct injection diesels. These allowances are cumulative, so the limit for an off-road vehicle with a direct injection diesel engine is 76 dB(A). It is illegal to modify the exhaust system of any vehicle to make it noisier than the level recorded when it was first type approved. You could report the car to the police, as it's illegal to alter the exhaust, in order to increase noise, in-between M.O.T. inspections. This also goes for deliberately back-firing.

"designed to protect the local community from potentially reckless or dangerous driving" Most of the drivers on the road are dangerous and reckless, and oblivious to other road users!! Majority of people who attend these meets park up and walk round looking at other cars, I agree supervision would be advisable as there's always 1 cock that wants to ruin it for every1 else.
