Residents concerns property in Little Grove Field could be turned into HMO dismissed by planning committee

News / Thu 6th Nov 2025 at 01:00pm

A PLANNING application for an extension to a property in Little Grove Field has been approved by Harlow Council’s planning committee.

The proposed development sought to provide a single storey flat roofed rear extension.

A number of residents attended and spoke at the meeting.

Among the concerns expressed by residents was that the property could become a House of Multiple Occupation (HMO).

However, this and a number of other concerns were dismissed as not relevant to the matter in hand.

The film of the application is below.

What is the matter with the planning committee, don't you have any brains , it's obviously going to be an HMO , would you still have been approved it if it had been next to you. You are all such a letdown.

For any future commenters, you do realise HMOs aren't strictly for immigrants, right? Relax. I'm sure they're told to avoid Harlow, anyway.

Mr Individual. I have not mentioned immigrants, what has made you think that. A house of multiple occupation, is never looked after , especially the garden , and can be noisy. And to be honest reduces the chances of selling your property if you are next door.

Ted You clearly are ill informed. Lots of people who live in HMO's are people from these shores who, like me, are not given a council property to call home. We are the bottom of the priority list below asylum seekers and illegal immigrants. The one i live in is clean, well maintained and managed properly by the owner. Residents are vetted before being offered accommodation so no bad apples slip through the net. Other letting agents take note. Only poorly run HMO's allow anti social behaviour and rubbish to accumulate etc. Also ALL HMO'S are licensed by Harlow council who can take away such licences if they don't abide by the rules that are laid down

I lived in a HMO in Little Grove Field next to Hare Street school. And the amount of times I had to apologise to our neighbours because of certain tenants kicking off. It got so worse that for my own safety I eventually moved to a HMO in Northbrooks. Sadly that was no better. Thankfully I'm now in my own flat living with my partner. I deeply understand people's fears with HMO's. As I was made to live with druggies, drunks, sex workers and the odd immigrate as well. And all I ever wanted was a peaceful life. Thankfully I now have that. And would never want to live in a HMO ever again!

Mr Individu . You didn't have to name me. And Jasper, please read the Philip Hall post , it has proved what I am saying , seems you was lucky with your HMO, but they are few and far between
