Harlow Council set to launch London-style cycle hire scheme

HARLOW Council is preparing to take a major step forward in transforming how people move around the town, with the launch of a modern, London-style cycle hire scheme targeted for arrival in late 2026.

For years, Harlow has been home to one of the strongest cycle networks in the country – over 30 miles of dedicated tracks linking every corner of the town. Now, the council is set to build on that legacy with a brand-new hire service designed to make cycling quicker, easier and more accessible for everyone.

In a report going to Cabinet on 17 December, the council will set out its plans for a scheme that unlocks genuine choice in how residents travel. Whether you’re commuting, getting to school or work, heading to the shops or making every day journeys across the town, this new service will give people the freedom to move around Harlow effortlessly.

Just like the system in London, users would be able to unlock a bike from a docking station in seconds, ride wherever they need to go, and simply dock it again when finished – ensuring bikes remain secure and pavements stay clear. No bikes would be free standing – all would be secured in docking stations

This initiative is a key part of the council’s mission to ‘secure our future’. It represents another major investment in modern, high-quality infrastructure and supports the town’s ambition to become a more connected and dynamic place to live, work and do business.

By making travel simpler, faster and more flexible, the scheme will strengthen access to jobs, education and services and help attract further investment into Harlow.

Announcing the plans, Councillor Dan Swords, Leader of Harlow Council, said:

“Harlow is on the move. This new cycle hire scheme will open up our town like never before – fast, simple and accessible travel at your fingertips. We already have one of the best cycle networks in the country, and now we are unlocking its full potential.

“Just like in London, bikes will be securely docked in designated areas – easy to hire, cheap to use and a great way to travel.


“This is another bold step in Building Harlow’s Future: a town that’s confident, connected and attracting the investment and opportunities our residents deserve.”

Councillor Alastair Gunn, Cabinet Member for Planning and Garden Town, added:

“This proposal is about giving every resident genuine choice in how they move around our town – making every day journeys easier, cheaper and more accessible than ever before.

“We’re putting in place everything needed to make this scheme a real success: secure docking stations across the town, high-quality bikes people can rely on, and a network designed so that cycling becomes a practical, everyday option for thousands of residents.

“This is exactly the kind of modern, ambitious infrastructure that will strengthen our town, support growth and help secure our future. It’s another step forward in Building Harlow’s Future.”

The council’s Cabinet will consider the report with the intention of appointing an operator and launching the service in 2026.

When motorists realize the new road works between the station and town centre do little to ease congestion they will naturally be grateful for a push bike journey to work. A good alternative to polluting the planet and a good initiative from Harlow Council.

Need to make sure the cycle tracks are maintained and safe. People might also prefer to use their own bikes if there were a safe place to leave them.

Great. Not content with creating chaos on the roads, you now want to do it on the cycletracks and town centre. Have you read the chaos these things cause in London? Deaths and injuries on pedestrian walkways because most can't hear electric bikes till it's too late. Plus there are so many just dumped that London that boroughs now fine the operator for dumped bikes but it still happens an awful lot. It makes sense now though. When the terminus street/bus terminal plans were put in, it showed a bike shelter for 80 bikes. Often when I look at how Harlow council does things, it reminds me of Monty Pythons ministry of silly walks. Again, just like the escooters silly ideas, Harlow looks at other councils who have tried it and found it is mayhem, then Harlow council behaves like the three monkeys.

Harlow on the move , are you joking, have you been about between 7 and 9 am. Or 5 and 7 pm. Gridlock. And you want people to ride bikes on the roads . You cannot get everywhere in this town on the cycle tracks. And when you find these bikes are disappearing, look in bushes and the river.

How's it working out in London. Bikes left all over the place for disabled people to full over. councils can't control the situation. other parts off the country costing councils because bikes being dumped in rivers. this is a bad move and the old frail disabled and blind will be the people to suffer let alone the eye sore it will be for the town 😒

So do I have to catch a bus to get to a docking station in order to collect a bike? Or will there be thousands all over the Town? In London these bikes are great for tourists. Doubt we get many here in Harlow though, so the whole scheme will be of limited benefit to locals.

while the goal of promoting greener transport is commendable, I believe that Harlow Council should focus first on improving existing cycling infrastructure and gauging genuine local interest before committing to an expensive and high-maintenance hire scheme. Responsible spending and practical planning should take precedence over symbolic gestures.

Exactly where are you meant to travel to in harlow, town centre is a mess and there is little else in this town to recommend, like others have said the town will look even worse with these eye sore bikes scattered around the town-, bad idea

For a start cyclists never seem to use the cycle path only pedestrian walkway. So we will have even more carnage on pathways and plenty of dumped bikes.

@Seamus - why is it only the naysayers that bother to comment on these posts? Firstly, where does it say they will be e-bikes? Secondly, these are to be docked bikes like the Santander model, not the dockless Lime model where users can just abandon the bikes anyway. As someone who has used the docked bikes, you have to register to use it and the bike you use can be traced back to use, so people do return the bike to the nearest docking station.

Good idea its quicker to cycle anywhere in Harlow than it is to drive anyway .How many cars are parked on the pedestrian walkways already and are we doing anything about that?Disabled people with buggies cant get about anyway because all the dropped kerbs allowing access have been parked on are we going to act on that.Deaths and injuries on the roads caused by cars far outweigh those caused by bikes statistically.Yet nobody it seems is willing to give the scheme a chance.Thats fine carry on getting stuck in traffic in the rush hour for what a two or three mile journey which for many could be walked or cycled.

so what will happen when your bike gets stolen ? who will pay ? oh yeah probably the person who hired the bike. just say I get to a so called docking station and its full what do I do with my bike take it to the next docking station so on and so no till I find a docking station thats 3 miles away from where I want to be ? stupid stupid idea.

People will only cycle if infrastructure is in place. Not everyone will want to cycle to the town to the station.. There are cycle tracks all over this town that are in an awful state. The nice thing about Harlow is, is doesn't matter what way you cycle out, your in the country. So I suggest Harlow council gets a grip on all cycle tracks. Not just the one heading to the station, we don't all go that way.. The bikes are a great idea, and it will only work, if you provide the right provisions. You need to charge a descent deposit on them, making sure there returned and not dumped. Then there return of deposit .

When are the Council going to pass a by-law forbidding cyclists to ride on the road when a cycle path is adjacent? Guess that will require more guts than to just waste taxpayers money on them.

@Seamus - why is it only the naysayers that bother to comment on these posts? Fair point Shaz, if you were correct. What is being pointed out however is the experience of other councils who have trailed and then closed such schemes and the reasons why they were closed/refused. You say naysayers, history and facts say pointing out such things before they happen which gives the council the opportunity to improve or reflect on an error. Otherwise you just end up like our mp in blindly leading the blind then after it's all gone wrong, they can't say they were never warned.
