A PLANNING application has been submitted for a children’s home in Harlow.
This application is for a Proposed Full Planning Application for Change of Use for the use of 37 Upper Stoneyfield, Harlow as a children’s home for a duo placement for children aged 8-18 with 24-hour care provided by non-resident carers.

The application goes into detail as follows:
2UNITED Ltd aims to provide high-quality supported accommodation primarily through solo placement, believing this approach maximises tailored support and outcomes for vulnerable young people. However, we recognise that there are instances where keeping siblings together is in their best interest.
As such, our model allows for the placement of up to two children, particularly where the local authority
requests to place two children from the same family in the interest of continuity and emotional wellbeing.
The proposal is to operate a small residential care home for up to two children aged 8-18 years.
The children placed at the home may have experienced trauma, neglect, or abuse and may present with behavioural, emotional, or social difficulties. The home is designed to meet these needs through a structured daily routine, therapeutic support, and engagement with local services. The children will be supported to attend local schools, participate in activities, and access healthcare and mental health services as needed.
The care model aims to provide long-term placements to ensure consistency and emotional security for the children. While the anticipated placement duration is up to 24 months, this may be shorter or longer depending on the specific needs and progress of the children. This flexibility ensures the children’s emotional wellbeing remain a central priority.
