Harlow Council propose motion to support Memorial University of Newfoundland’s Old Harlow Campus

A MOTION concerning the future of the Memorial University of Newfoundland’s Harlow Campus
was proposed by Councillor Jake Shepherd and seconded by Councillor Joel Charles at a council meeting on Thursday night.

The motion stated: “The Memorial University of Newfoundland’s (MUN) Harlow Campus celebrated its 50th Anniversary in 2019 and is one of only two universities in Canada with a foothold in the United Kingdom. Full Council is asked to note that the university’s Harlow Campus has a long and distinguished history of involvement in international teaching, research and service within our town.

This Motion to Full Council proposes key clauses which specifically respond to the ongoing speculation about the future of MUN’s Harlow Campus. It pledges Full Council’s commitment to continue fostering friendship, higher education research and cultural exchange between Harlow and Canada’s wider Newfoundland and Labrador province. Preserving this longstanding and historic international partnership between Canada and the UK will contribute to increasing the cultural, economic and educational capital of both countries.

Substantive Clauses:

  i)        Noting with caution the comments of MUN President and Vice-Chancellor Janet Morrison in the Canadian press, that “…everything is on the table…” in order to meet the institution's $20 million deficit, Full Council welcomes that no final decision on the campus, based in Old Harlow, has yet been made.

 ii)        Acknowledging the financial and enrolment pressures facing MUN, which put the campus in Old Harlow at risk, Full Council requests that the relevant Cabinet Member and senior officer(s) meet with the leadership of the university to discuss the implications for its existing local footprint.

iii) Full Council also kindly requests that representatives from MUN’s Harlow Campus host an all-member briefing to present the current options under consideration, including the proposal of a trade hub put forward by Dr Tom Cooper, to allow Councillors and officers to make representations.

iv) To recognise all those associated with MUN who have worked, studied and stayed in Harlow, Full Council wishes to put on record its thanks and appreciation. Furthermore, Full Council resolves, through the Chair of the Council, to write to MUN’s Board of Regents to put forward the strongest possible case in favour of retaining the Harlow Campus.

v)        Full Council will seek to explore further avenues to deepen academic, business and municipal ties to sustain the decades long international friendship between Newfoundland and Harlow.”

There was an awfull lot of motions and waffle without being up front in what the actual intent is. Therefore I'll ask a question based on what I think the council is upto. Are Harlow council considering using council funds to bail out a private overseas enterprise, that currently has a defecit of $20 million dollars and an annual cost to run the site of $1 million dollars, plus the under investment in the properties maintanence by the said overseas private enterprise?

This is the issue with politics it is just talk and words (which are cheap) frankly the university is a small building, its great I am sure for its few students but we are not talking a major campus. We definitely should not be using any public funds on this. Why not get the university to do something with Harlow college etc if the costs are prohibitive.

For the avoidance of doubt, the Coil wouldn't legally be able to gift/grant/send any public funds to Memorial University of Newfoundland. The motion, very simply, acknowledges and celebrates over 50 years of partnership and friendship between MUN and Harlow - a link established by Lord Taylor of Harlow following the building of the new town. Coming from the other side of the political divide, I fully endorse the comments of Cllr Jake Shepherd. This motion, which garnered full support of all councillors irrespective of party, was not proposing that Harlow Council step in with financial subsidies but rather acknowledge the valuable contributions made by MUN over many years. I am pleased he proposed the motion and that it was seconded by my colleague, Cllr Joel Charles. It is a good example of sensible cross-party collaboration. Cllr James Leppard

So the motion is about as much use as this article? Best wishes and a warm fuzzy feeling. It mentions a campus which many know of already know of though unlike the council minutes this article is far easier to find and less hidden (subjective when considering the adverts). Seems an awful lot of noise for not very much? Still baffled that fluff can be discussed and taken up resources yet provides no real benefit, really.

Hi Chris, I take your point but we might have to agree to disagree. The Motion has been picked up the other side of the Atlantic and I hope, along with the letter from our Chair of the Council, might encourage a solution to be found within Newfoundland and Labrador.
