Labour councillor seeks answers on CCTV in Willowfield Tower
News / Tue 23rd Dec 2025 at 07:31am
PASSMORES councillor Jake Shepherd asked a number of questions at full council last week on the subject of Willowfield Tower.

Councillor Jake Shepherd to Councillor David Carter (Deputy Leader and
Portfolio Holder for Housing):
Some residents in Willowfield Tower have expressed concern about the
installation of CCTV cameras on each floor, when consulted how many
residents supported installation of CCTV (not counting non-responses as
support) vs how many objected to the scheme?
Reply from Councillor David Carter (Deputy Leader and Portfolio Holder
for Housing):
The Council received 15 responses to its consultation with residents regarding
the CCTV installation that was undertaken. Ten of these responses directly
supported the installation stating it made them feel safer with many asking for
more cameras in the building and around the perimeter. Four residents were
against the installation, and one response could not be determined. 43
properties did not respond to the consultation.
Councillor Jake Shepherd to Councillor David Carter (Deputy Leader and
Portfolio Holder for Housing):
Some residents in Willowfield Tower are concerned about the information
captured by these CCTV cameras and their proximity to doorways. Can you
confirm whether or not these cameras record sound/audio, and how long
recordings are stored for before deleted?
Reply from Councillor David Carter (Deputy Leader and Portfolio Holder
for Housing):
The CCTV installation does not capture any sound, only images. These images
are stored for 28 days and are then automatically overwritten
Councillor Carter, being clueless to the issue and the facts is only reading a disingenuous prepared statement provided to him by Harlow Housing. This statement omits the negligence, incompetence and mendacity that lies behind this installation to which they are too gutless to address to the residents and Leasholders. Perhaps Your Harlow.Com could find out which housing officer actually spun those statements, and see if they are prepared to defend them when under direct scrutiny, and in a live and recorded environment. If not, then understand that when it comes to justifying their competence and willingness to listen, ‘less is more’ will remain the Harlow Council mission statement. A big well done and thank you to councillor Shepherd for raising awareness of this issue.
