Harlow Council leader meets with residents over garage controversy

LAST week, Harlow Council leader, Dan Swords met with a number of residents who rent garages from the council.

These garages are predominantly in the Mark Hall/Stow area of Harlow.

The planned sale of these garages have caused great concerns among the residents

Green Party member and local resident, Julie Taylor was at the meeting, so we asked for a report.

Also present was portfolio holder for Housing, Cllr David Carter (Cons), the leader of Harlow Labour, Cllr James Griggs and deputy leader, Cllr Lanie Shears (Lab) and Mark Hall councillor, Paul Jago (Reform).

Ms Taylor said: “This meeting was a positive step forward. While the process is not finished, residents were listened to and important progress has been made. An unreserved apology was given for how the garage demolition was handled.

Demolition has now been paused and a number of reviews are underway. There is also a strong likelihood of compensation, with details to be confirmed.

“I want to thank Dan Swords for attending the meeting, for listening carefully to residents, and for engaging constructively. We were given clear assurances that council policy is changing, communication will improve, and that the planning portal will now be used for these types of demolitions to ensure transparency.

Importantly, residents with specific needs will be individually reviewed.

The Mark Hall Ward community has come together in a powerful and positive way, and residents should be proud of what they have achieved.

“They are the first community in Harlow to stand up and challenge the demolition of their garages, and their voices have already made a real difference.

“I will continue to work with them and closely monitor the outcomes of this process, particularly the action plans, to ensure commitments made are delivered.”

This article is somewhat misleading, on the one hand it mentions garages being sold whilst on the other hand garages being demolished. Harlow Council has been in the hands of the Conservatives for nearly five years, it is clear that across the town they have handled this matter very poorly and only now, after residents have got together, have the council acknowledged their mistakes. I took up the matter of garage sales with the Leader of the Council last year when residents were given just 9 days notice that garages were to be sold to a private investor. Will demolition Dan please let the people who rent garages in Rectory Wood know what is happening, all ee have been told to date is that the garages have been sold to a private property developer, and this sounds rather dodgy to say the least.

Will/can Harlow Council confirm that along with a pause in the demolition of garage sites, a pause is also in place for the proposed sale of our 58 garages. Moorfield has the capacity to offer alternative temporary garages under the flats during a rebuild. Moorfield has the potential for approximately 25+vehicles to be parked off street and parked in open bays on the upper deck of this garage block. This would benefit the residents of Moorfield, whereas the current proposal/scheme benefits everyone else other than the residents of Moorfield. Does the deputy leader and cabinet member for housing have all the data available from the garage team regarding void or empty garages in Moorfield? Before the gavel comes down tonight, I implore the cabinet to step back, take a deep breath, pause, and reflect. Is there a better way? The Moorfield RA have some history in rebuilding garage blocks along with creating off street parking thus contributing to the "Open Parking Programme" If required, I would avail myself to address the cabinet to pitch our case. Gotta say I'm in favour of tearing-down the garages. Most are too small for modern cars, and since they pulled them all down in our area parking has improved tenfold, because suddenly there's 18 parking spaces that weren't there before!

Seems the Tories lack understanding of the sense of community and what the garages represent which is they are often used like garden sheds in that they are a place to escape the hustle and bussel. I used to work for Harlow's former Labour MP Bill Rammell and I recall the pride many residents had with thier garages, now while the overall look of the front of the garages would not win awards and maintenance cost is an issue, I would say these are vital and they are part of Harlow and deserve to be kept. To just abruptly decide from what I read over a year ago to sell of these garages and give a paltry timeframe notice to those who rent them is a crass way to deal with people. I am not surprised at all that residents feel angry and let down. All Councils will always have issues of managing a budget, but to just assume a few chats with private company's is all that is needed comes across as people don't count. Harlow Tories have really lost connection if this is there response. This scene needs scrapping as it's clearly had no actual public consultation before the Council decided it's plan. It's no good holding meetings with the public after the decision was already made. I have not seen Bill for some while but I bet he would never have supported this.

Maybe they can install some electric car charges while they’re at it as there is currently no long-term strategy for the majority of residents in Harlow that don’t have drives to charge their cars

I use my garage for storing my outdoor Christmas decorations and my motorcycle if my garage is demolished then I will have to stop decorating the front of my house at Christmas and also will have to keep my motorcycle in the street and have been told from my insurance company that my insurance would at the very least treble as a pensioner I cannot afford that so would have to sell my motorcycle which is the only thing that I have left that I really enjoy a sad end to my retirement

Hard stands are needed on every estate in harlow empty garages everywhere. They are for cars not storage like most are used for.

I agree with the above statement, lots are used just for storage. I walk my dog every day and when I see a garage open it normally full peoples belonging and no room for a car..

I understand garages are now used for storage mine is but my garage although used to fit my car now I have a new car which no longer fits like all my neighbours so it makes sense to use it as storage

Harlow council forced me out of my garage of 10 years (give or take) for refurbishment. I suspected they would be demolishing and selling the land off.

I live in Purford Green. Harlow Council sold off a block of 32 garages to a property maintenance and developer. We received a letter advising the garages were to be sold and no redevelopment will take place. It has been beneficial to the area. The garages were in a poor condition and invited undesirables. Since being taken over they have been fully repaired with new roofing and garage doors. The company has also erected a metal security fence with secure locked gates. It's improved the area 10 fold.

Any planning restrictions or permitted uses are, however, available via the publicly accessible planning records. Commercial traffic to the site near me has increased significantly at all hours.
