Construction powering ahead on five major council housebuilding schemes across the town

Harlow Council / Wed 11th Feb 2026 at 08:09am

CONSTRUCTION of new council homes is powering ahead across the town, with major visible progress now taking shape on several key sites. The scale of work underway marks one of the most ambitious council housebuilding programmes Harlow has seen in decades.

Harlow Council is now delivering more new council homes than in the past 30 years combined, with momentum building month-by-month. Recently completed homes at Perry Road and Woodleys will shortly be ready for new residents to move in, demonstrating the visible progress already being made. New homes will shortly be ready too at Parnall Road.

At the same time, construction continues to advance on new homes being built on former derelict sites at Arkwrights, Elm Hatch, Pytt Field, Sherards House and The Yorkes. Newly released photos reveal strong progress across all five locations, turning long‑disused land into new neighbourhoods.

Commenting on the progress, Councillor Dan Swords, Leader of Harlow Council, said:

“We are building Harlow’s future. This is the biggest council housebuilding programme in a generation, and every brick laid is part of our missions to invest in our housing, rebuild our town and renew our neighbourhoods.

“We are delivering high‑quality council homes, raising standards and creating long‑term security for Harlow families. These developments don’t just provide homes – they transform once‑derelict sites into thriving places where families can build their futures.

“All new homes will be allocated to Harlow families on the Harlow Housing Needs Register and offered at council rent levels, ensuring they remain extremely affordable for those in housing need.”

And not a care to where your placing them. Doesn't matter if it backs on to someone house, Doesn't matter if you've ripped someone garage down, Doesn't matter that your providing no car parking. It doesn't matter your blocking people's light and sun. It doesn't matter because you simply don't listen to the public.

Great work, Harlow Council and Conservative Council Leader, Dan Swords and your team of ace Conservative councillors. Harlow badly needs more council homes.

Whilst new council homes are welcome, I am afraid that many of those being built are in the wrong place and of the wrong type. In the case of Sherards House, the Council ended up removing over twenty trees in order to cram in fourteeen new houses despite the councils own arbicultural report saying that even removing seven trees was a step to far. Plans had to be revised when it was found that three, four bedroomed homes could not be fitted on the site. The council is only building a handful of homes for older residents, far to few to make a real dent on the numbers on the councils waiting list (at the last count over one hundred tenants were looking to downsize their home).

Seems like a lot of building going on that will need financing, how long before this council becomes another Birmingham - financially strapped? More and more of the Town ethos seems to be being eroded. I notice that "Hill" seem to be the preferred contractor, that must be a good little earner somewhere along the line, surely they cannot win every tender? I agree more should be done for the older generation by way of single level accommodation. Making the Market Square look nice for the undesirables is a good move. Rather than making it a market, as the name suggest. Surely a ideal opportunity missed, with North Weald having to downsize theirs. However all this said, at least somethings are happening for the good, the rebuilding of the Band Stand and the Playhouse area are good examples.
