Labour councillor expresses concern over parking in Northbrooks

A LEADING Harlow Labour councillor has questioned the council over parking provision in Northbrooks.

Councillor Jake Shepherd to Councillor Nicky Purse (Portfolio Holder for Environment and Enforcement):

Having spoken with an elderly resident in Northbrooks, does our Member Representative agree that granting a free or discounted residents parking permit for the first vehicle would go a great way in supporting pensioners with the cost of living, and if so will she log this suggestion at the next joint NEPP meeting and request this is minute so that a full response from NEPP might allow changes to be made?

I thank Councillor Shepherd for his question regarding the potential introduction of a free or discounted resident parking permit for the first vehicle for elderly residents.

Parking enforcement and residential permit schemes within Harlow are administered through the North Essex Parking Partnership (NEPP), which operates as a joint committee across a number of North Essex authorities.

Permit charges and eligibility criteria are agreed at Partnership level to ensure transparency, financial sustainability, and consistency across all participating districts.

Having reviewed the current published NEPP Permit Policy and charging structure, there is no provision for an age-related concession or automatic free or discounted first vehicle permit for pensioners.

Charges are applied consistently irrespective of age.
Existing concessions relate primarily to statutory disability provisions and Blue Badge arrangements rather than age-based criteria.

Any proposal to introduce an age-related concession would have direct financial implications. Residential permit income contributes to the operational costs of the Partnership, including enforcement, administration, and associated staffing.

Introducing a concession for one category of resident would require a full financial modelling exercise to determine the cost impact across all participating authorities and how any resulting shortfall would be funded.

This could potentially lead to increased charges elsewhere, cross-subsidy from other permit holders, or financial pressure on the Partnership.

Furthermore, we are currently operating within the wider context of Local Government Reorganisation.

As governance arrangements, financial structures and service delivery models are under review across Essex, it would be prudent to ensure that any significant policy changes particularly those affecting income streams and cross-authority consistency are considered within that broader strategic framework.

As NEPP operates under joint governance arrangements, any such change would require formal consideration by the Partnership, including financial assessment, equality impact analysis, and agreement by all member authorities.

In the interests of transparency and due process, I am content to raise this matter at the next NEPP Member Representative meeting and request that it be formally recorded, so that a full and informed response can be provided regarding feasibility, financial impact and strategic alignment.

A good point raised by Labour councillor Jake Shepherd who lived for a long time in Northbrooks. Is this hopefully a sign of a raised game by Harlow Labour?

The town is a dysfunctional mess.Harlow was ok upto the mid eighties,then slowly it went downhill.I suppose it is like the rest of the u.k.....a sh..hole.A bit of parking ? No,the town is too far gone,there are simply too many people,and too many cars.Most people don't realise that the british isles are less than 1000 miles long,and a few hundred miles wide....and it is home to 70 million people ? So what about we address the real issues ? Or are the people that run this mess clueless ?.......I think they may just be.
