Resident questions why Harlow Council require personal bank details for £150 energy rebate?

A HARLOW resident has questioned why Harlow Council require him to hand over a copy of hs bank statement in order to get a £150.00 energy rebate.

David Foreman has tabled a question for the next cabinet meeting on Thursday June 16th.

The question is:

My Question in four parts is to Cabinet portfolio holder for Governance Cllr Alastair Gunn

Firstly, why has Harlow Council chosen to demand a copy of a bank statement for those not paying Council Tax by direct debit when writing to the Council Tax payer or Liable Person to invite a claim for the Government’s £150 energy rebate payment (see attached file)?

Secondly, given the requirements of paragraph 4.7 of Harlow Council’s ‘Council Tax Rebate Scheme 2022-23’ to merely “obtain the necessary bank details” will the Council agree that demanding copies of bank statements is a gross intrusion of privacy?

Thirdly, will the Council accept that less intrusive means could be used to satisfy paragraph 4.7 of the Council’s policy, such as a copy of the bank card that displays the bank account number paying Council Tax, which then also would satisfy the Council’s duty to uphold Article 8 (Right to respect for private and family life) of the Human Rights Act 1998?

Fourthly, will the Council accept that future letters to Council Tax payers should be amended to ensure that citizens rights to privacy are not intruded upon and that any copies of bank statements related to authorised claims stored on council or external computers are permanently deleted?”

Seriously... do u want the rebate or not...... its a form of i.d for peats sake. Cant u ring the council with ur questions, y run to a reporter? What do u think they gonna do with it.

Nelly…..they clearly want this strange policy changed. Not just for them but for everyone. If this triggers you then perhaps it’s you that has the issue? It really doesn’t affect you

I didn't have a DD setup for the rebate so went down the council and set one up, certainly didn't have to give a bank statement ,rebate was paid 2 weeks after I set it up, I believe harlow council give a extra £50 on top of the £150.

If the £150 is payable to those who pay Council tax then the Council surely should just send a cheque to the person they are billing?

I suspect someone at the council mistakenly thinks they need to comply with money laundering rules. They dont need to comply withe rules as they are giving out money, thought technically the people receiving the money should. So if you want to be a smart arse you can ask the council for 6 months bank statements and photo id, just to make sure you are not receiving the proceeds of crime. Oh and if you want to be serious contact the Information Commisioners Office(ICO). They are responsible for data protection, and will advise you on this. You can contact the ICO via the internet. This is probably a better douse to take than asking questions at a council meeting.

the council already have enough of residents details to make the payment, so they do not need more of your data. All the council really needs to do is reduce the amount they take by direct debit to give the rebate. This would save the tax payer money doing it this way. It seems public bodies go out of their way to make everything as complicated and as expensive as possible. Remember this at the ballot box.

All large companies, AA,RAC, Water rates etc prefer you to pay by dd as it saves them cash handling and banking and they get a higher retention rate, Harlow council are just giving people a nudge to sign up for dd so no cash handling etc and perhaps less staff.

If they wanted proof of my ID isn't the fact they sent me a letter and have my details as the tenancy holder for almost 40 years now not enough?

Was out canvassing last couple of days, one elderly lady said ,she just couldn't claim it , made to difficult for her on computer. So how many more like this lady. They could just send cheak out to theses people.
